Sheriff’s Department Schedule A Amendment for Law Enforcement Contract #94-909-A- 55 Recommendation:

That the Honorable City Council:
(1) Approve the Fifty-Fifth Amendment to Law Enforcement Contract #94-909-A-55 for the period of July 1, 2025, through June 30, 2026, and authorize the Mayor or her designee to process all documents required for this agreement; and (2) Adopt Resolution No. 25-080 Amending the Annual Budget for Fiscal Year 2025- 2026 to Reflect Additional Revenues.

Fiscal Impact:

This Amendment to the Law Enforcement Contract totals $38,954,115, an increase of $2,307,158 from the prior amendment. Sufficient funds were budgeted in the Fiscal Year 2025-2026 budget (1002001-52300-50011 & 1052001-52300-50011) to cover the contract amount expense, along with a reimbursable from the Victor Elementary School District (VESD) for their respective shares of cost for the School Resource Officers (SROs) and Macerich Victor Valley, LP (Macerich) for one Deputy. The reimbursable from VESD and Macerich will increase revenues in the following accounts, as reflected in the attached Resolution No. 25-080:

Strategic Plan Goal:

This item aligns with Goal B, Public Safety, implementing public safety strategies to support a thriving and growing community.

Background:

On May 20, 2025, the City Council approved the Fifty-Fourth Amendment to Law Enforcement Contract #94-909-A-54 for Fiscal Year 2025-2026 in the amount of $36,646,957. This reflected a decrease of 3.6% from Fiscal Year 2024-2025. During the budgeting process, staff was made aware that the Sheriff’s Employees’ Benefits Association (SEBA) was negotiating a new contract with San Bernardino County.

Following these negotiations, the San Bernardino County Sheriff met with contract cities on October 14, 2025, to inform them there would be an amended Schedule A for Fiscal Year 2025-2026 that reflects an increase of $2,307,158 or 6.3% for Victorville.

Discussion:

Representatives of San Bernardino County, under the direction of its Board of Supervisors, met and conferred with representatives of SEBA in an attempt to reach contract extensions covering wages, hours, and other terms and conditions of employment for employees in the Safety Unit and Safety Management and Supervisory Unit. On September 9, 2025, the Board of Supervisors of San Bernardino County approved the Memorandum of Understanding (MOU) between San Bernardino County and SEBA.

The approved MOU includes the following:
Clear salary step realignment
3% across-the-board increase for 2025
3% across-the-board increase for 2026
4% across-the-board increase for 2027
Adjustments to premium pays, including on-call pay and POST incentive pay Mandatory fitness-for-duty evaluations with second-opinion rights Increased Medical Premium Subsidy (if property-tax and Prop 172 revenues meet growth targets)
Pro-rated uniform allowance for unpaid leaves
Expanded SEBA responsibility and indemnification in Healthcare Trust (VEBA) Although the MOU includes increases in wages, hours, and other terms and conditions of employment, the Sheriff's Department was instrumental in reducing the price increase from the anticipated 10% increase by shifting unexpected revenue increases in other areas of the department to help contract cities. Furthermore, the MOU was approved in an attempt to aid the current staffing shortages throughout the Sheriff’s Department.

As a result of the increase in the amended Schedule A, the VESD, which has an MOU with the City, will be notified of an increase in its share of SROs. This also applies to the Deputy assigned to the Mall of Victor Valley and the agreement with Macerich. Budgeted 4 4

revenues will increase as a result of the shares assigned to VESD and Macerich. There are no changes to staffing in the amended Schedule A for Fiscal Year 2025-2026.

Therefore, staff recommends that the Honorable City Council approve the amended Schedule A contract for Fiscal Year 2025-2026 for Law Enforcement Services with the San Bernardino County Sheriff’s Department, authorize the Mayor or her designee to process all documents required for this agreement and adopt Resolution No. 25-080, Amending the Fiscal Year 2025-2026 Budget to Reflect Additional Revenues received by the VESD and Macerich.

Staff remains available for any questions you may have.
