Background:
On March 18, 2025, the City Council awarded a construction contract to DM Contracting, Inc., in the amount of $616,774. The contract was awarded for infrastructure improvements which included the construction of new sidewalks, curb ramps, and drive approaches in Old Town Victorville. The work further included replacement of non- compliant curb ramps and drive approaches to meet American Disabilities Act requirements. The completed work added these improvements at locations on the following streets: B Street, C Street, 2 nd Street, 4th Street, 5th Street, and 10 th Street, as shown on the attached Location Map (Attachment A).
Discussion:
The project was completed at a final contract price of $530,766.92, approximately 14% below the original contract amount. The final inspection occurred on September 30, 2025, when the project was substantially completed. The one-year warranty on the improvements began the date the work was accepted as substantially complete. Per California Public Contract Code §7107(c), within 60 days after the recordation of the Notice of Completion, the City can release the final retention monies withheld on this project, provided there are no claims or unreleased liens against the contract.
Staff recommends that the City Council accept as complete and approve the Notice of Completion for Old Town Sidewalk Connectivity Project - Phase II and authorize the City Manager to execute the Notice of Completion.
Staff is available for any questions Council may have.
