(4) Accept the completed Water, Drainage, and Sewer public improvements for maintenance.

Fiscal Impact:

There is no fiscal impact as a result of this action.

Strategic Plan Goal:

This item aligns with “Goal E Invest in Infrastructure” in the City of Victorville Strategic Plan 2023-2026. Although this is not a Capital Improvement Project, we apply the same strategy to private development projects as they are essential in meeting the community’s needs.

Background:

Tract Map No. 20274 (referred to as “Tract 20274”) is a 168-lot single-family residential subdivision located north of Eucalyptus Road, east of Amethyst Road, south of Sycamore Street, and west of Amargosa Road. On September 15, 2020, the developer KB Homes Greater Los Angeles, Inc. (“KB Homes”), entered into a Subdivision Improvement Agreement (“SIA”). The conditions of approval for the tract required the developer to complete several infrastructure components, including water, drainage, sewer, street, 4 4
2 8
Landscape Maintenance Assessment District (“LMAD”), and monumentation Improvements. The developer has made significant progress in the development of the tract and the developer foresees the completion of Tract 20274 in the following months.

Discussion:

In accordance with Victorville Municipal Code Section 17.64.070(2), the Subdivision Map Act allows the City Council to release portions of the improvement security as work progresses. The developer has made significant progress and expects to be fully completed with the public improvements in the months to follow. Therefore, staff recommends releasing 60-percent of the Street Faithful Performance Security, an additional 20-percent of the Water and Sewer Faithful Performance Securities, and 80- percent of the Drainage Faithful Performance Security for Tract Map No. 20274. Staff also recommends that the City Council accept the completed Water, Drainage, and Sewer public improvements for maintenance.

Staff is available for any questions Council may have.
