Item Number: 11
City Council / Board of Directors
Written Communications
Meeting of: December 2, 2025
Submitted By:

Fredy Bonilla, City Engineer

Subject:

Establish a Four-Way Stop Control for the Intersection of Bear Valley Road and Mesa View Drive
Recommendation:

That the Honorable City Council adopt Resolution No. 25-082, establishing a four-way stop control for the intersection of Bear Valley Road and Mesa View Drive.

Fiscal Impact:

There will be no fiscal impact resulting from the recommended action.

Strategic Plan Goal:

This item aligns with “Goal B – Public Safety” in the City of Victorville Strategic Plan 2023- 2026. Establishing a four-way stop-control intersection at Bear Valley Road and Mesa View Drive is intended to enhance public safety and support a thriving and growing community.

Background:

The California Manual on Uniform Traffic Control Devices (“CA MUTCD”) is a state- specific document published by the California Department of Transportation (“Caltrans”) that adopts uniform standards for all traffic control devices used on roadway networks.

These devices are not limited to but may include signs, signals, and pavement markings.

It incorporates the federal MUTCD standards and further includes California-specific additions and modifications to meet the State's needs. The purpose of the manual is to ensure consistency and uniformity in how traffic is safely and efficiently managed across the State.

Stop signs are stop control devices that require motorists to come to a complete stop before proceeding through an intersection. Section 2B.07, Multi-Way Stop Applications, of the CA MUTCD, establishes the guidance for installing multi-way stop controls. At least 4 4
5 6
one of following four conditions should be met in an engineering study when considering the installation of a multi-way STOP sign.
Condition A justifies the installation of a STOP sign when a traffic signal is warranted and the intersection is in the process of being prepared for signal installation, allowing an all-way stop control to serve as interim measure. Condition B justifies the installation if the intersection experiences at least five or more correctable collisions within a 12-month period. Condition C lists a threshold where vehicle traffic from each road exceeds specific minimum volumes per hour over an eight-hour period. Condition D states that if none of the criteria in Conditions A, B, and C are met, but both the crash experience warrant and the minimum volume warrant reach at least 80 percent of their required values, a multi-way stop is justified.

The California Vehicle Code is the state law that governs all aspects of motor vehicles and driving including licensing, registration, and road rules. Per Sections 21352 and 21355, local authorities are authorized to install stop signs when they determine it necessary for public safety as well as for the orderly and efficient use of the roadway by the public.

Discussion:

The Engineering Department conducted a traffic engineering study to evaluate the installation of a multi-way stop control at Bear Valley Road and Mesa View Drive.

Engineering Staff, in coordination with the City’s consultant traffic engineer and other supporting resources, analyzed traffic data collected from the intersection using the traffic signal warrant worksheets provided in Section 4C of the MUTCD. The warrant study concluded that the intersection meets the volume-based criterion in CA MUTCD Section 4C.02 (Traffic Signal Warrant 1 – Eight-Hour Vehicular Volume). Additionally, the intersection is master planned intersection for the installation of a future traffic signal.

Based upon the traffic signal warrant analysis and the master planned traffic signal, the intersection satisfies Condition A of the multi-way stop application criteria.

Five reported crashes have also occurred at the intersection within the most recent 12- month period. The collision types included right angle and turning movements. The CA MUTCD identifies these collision types as those that can be mitigated by a multi-way stop control. Due to the number of reported crashes, Condition B of the multi-way stop application criteria has also been met.

Conditions C and D were not studied as the installation is already supported by meeting the criterial for Conditions A and B.

In the past few years, the City has successfully used Highway Safety Improvement Program (HSIP) grant funds to construct multiple traffic signals, including:
4 4

Village Drive and Tawney Ridge Lane, completed in January 2024 Mojave Drive and Condor Road, completed in September 2024 Village Drive and Puesta del Sol, completed in October 2025 Engineering staff intends to pursue similar grant funding opportunities for the Bear Valley Road at Mesa View Drive future traffic signal, with the goal of completing construction within the next 5 to 7 years.

Until such time, that a traffic signal can be funded, designed, and constructed, a multi- way stop control represents an effective and appropriate interim measure that can be easily installed by the City’s Public Works Traffic Operations & Maintenance Staff.

Based on the findings of the traffic engineering study and pursuant to Section 12.40.010 and 12.40.030 of the Victorville Municipal Code, Engineering Staff recommends that the City Council adopt Resolution No. 25-082 establishing a four-way STOP control at the intersection of Bear Valley Road and Mesa View Drive as an interim measure until a signalized intersection can be budgeted and developed.

Staff is available for any questions Council may have.
