Reduction of Securities for Tract Map Nos. 13908-3 and 13908-4 Recommendation:
That the Honorable City Council approve the full release of the Sewer and Street Labor and Materials Securities for Tract Map Nos. 13908-3 and 13908-4.
Fiscal Impact:
There is no fiscal impact as a result of this action.
Strategic Plan Goal:
This item aligns with “Goal E - Invest in Infrastructure” in the City of Victorville Strategic Plan 2023-2026. Although this is not a Capital Improvement Project, we apply the same strategy to private development projects as they are essential in meeting the community’s needs.
Background:
Tract Map Nos. 13908-3 and 13908-4 (“Tract 13908-3” and “Tract 13908-4”) are comprised of a 179-lot single-family subdivision located at the northwest corner of Amargosa Road and Tawney Ridge Road. In 2005, KB Home Greater Los Angeles (“KB Homes”), entered into a Subdivision Improvement Agreement (“SIA”) and posted securities for the required public improvements. As part of the conditions of approval, KB Homes was responsible for completing key infrastructure components, including sewer and street improvements. Over the years, KB Homes has made significant progress on the development and at the regular City Council meeting held on May 20, 2025, the City Council approved and accepted the completed sewer and street improvements.
Discussion:
Per Victorville Municipal Code Section 17.64.070(3), the Labor and Materials Securities are held for a 6-month period to allow subcontractors that have furnished labor, materials, 4 4

or equipment, to file a claim for payment. Staff recommends the full release of the Sewer and Street Public Improvement Labor and Materials Securities due to the acceptance taking place at the May 20, 2025, regular City Council meeting and because no claims have been filed on the Labor and Materials securities.
