Notice of Completion – Hook Park Soccer Field Lighting Installation, Project CC24-077 Recommendation:
That the Honorable City Council:
(1) Accept as complete and approve the Notice of Completion for the Hook Park Soccer Field Lighting Installation, Project CC24-077; and (2) Authorize the City Manager to execute the Notice of Completion.
Fiscal Impact:
There is no fiscal impact associated with this item. Retention in the amount of five percent was withheld from each payment application during the course of construction as per the construction agreement. The retention of $9,900.00 will be released after City Council approval and the recording of the Notice of Completion. The retention account number, account description, and amount withheld are shown below.

Strategic Plan Goal:
This project supports the City of Victorville Strategic Plan Goal E – Invest in Infrastructure, which focuses on maintaining and improving the City’s assets through capital investment and innovation. Specifically, this project aligns with Strategy 7: Implement priority projects identified in the Parks and Recreation Master Plan, by enhancing recreational facilities and increasing access to lighted multi-use fields for the community.

On April 16, 2024, the City Council unanimously awarded a construction agreement to Huntington Beach Electric Inc. in the amount of $198,000.00 for the Hook Park Soccer Field Lighting Installation Project. There were no change orders executed during the course of construction. The project has been substantially complete for over 10-months.
However, there has been a delay in deeming the project complete as there was an outstanding issue related to the replacement of a single light fixture. The light fixture was replaced on October 27, 2025.
Discussion:
The Hook Park Soccer Field Lighting Installation, Project CC24-077 was completed on October 27, 2025, to the satisfaction of staff. Therefore, staff are requesting City Council’s acceptance of the completed project and authorization for the City Manager to execute and file of the Notice of Completion. (Attachment A). Staff is available for any questions the Council may have.
