Strategic Plan Goal:
This item aligns with Strategic Plan Goal E – Invest in Infrastructure through the implementation of priority projects identified in the Parks & Recreation Master Plan. The conceptual design, including amenity modernization, circulation enhancements, and ADA barrier identification and removal, strengthens the City’s commitment to maintaining and improving equitable public access to community recreational assets.
Background:
In December 2020, the City Council adopted the City’s Park and Recreation Master Plan (Master Plan). The Master Plan recommends upgrading and adding amenities and 4 4

improving ADA accessibility at various City parks. As indicated in the Master Plan, Doris Davies Park is deficient in these areas.
In Fiscal Year 2024-2025, the City Council appropriated $400,000.00 in Measure P Funds for the conceptual design of Doris Davies Park improvements, located at 16300 Pebble Beach Dr., Victorville, CA 92395. The park is a cornerstone community recreation facility with aging infrastructure and identified ADA accessibility challenges. Continued investment is needed to guide long-term park modernization and community-driven amenity planning. The intent was to initiate this project in FY 2024–25; however, due to unforeseen circumstances, unplanned projects, and larger initiatives such as the library project, it was delayed to this fiscal year. To support that effort, the Facilities Division created a Request for Proposal (RFP) for Doris Davies Park Conceptual Design Services, Project CC25-133.
The Scope of Service requires a park-wide, all-inclusive conceptual design, including evaluation of existing conditions, identification of ADA accessibility gaps and improvement planning, conceptual layouts for new and existing park amenities, and preliminary cost estimates to inform future phased upgrades. Deliverables include monthly meetings with City staff, review and assessment of existing construction documents, and three conceptual designs of proposed improvements of the civil, landscape, architectural, and aquatics amenities. Following the selection of the preferred design, a pre-submittal package will be presented to the Planning Department for review.
Finally, an estimate of probable construction costs per amenity will be provided to assist with future planning and phasing of the park and buildings enhancements and additions.
Approval of the conceptual design establishes the City’s first step toward strategic park modernization, accessibility improvements, and future funding alignment for this critical community recreational asset.
