Fiscal Year 2025-2026 Training – Travel Schedule for Council Member Mora Recommendation:
That Your Honorable City Council authorize Council Member Mora to attend the events listed in the staff report that were previously approved for all other Council Members.
Fiscal Impact:
Unknown at this time, and dependent upon registration fees and travel costs. City Council travel and meetings expense account 1001220-52150 has a budgeted amount of $53,632 for Fiscal Year 2025-2026. Currently, $37,486 remains, however, this amount does not include travel expense reconciliations for the month of November.
Strategic Plan Goal:
Goal F: Communication and Outreach – Attendance allows Council Members the opportunity to collaborate with other jurisdictions and build on relationships.
Discussion:
At the June 17, 2025, City Council meeting, the Council took action to approve travel for all Council Members for Fiscal Year 2025-2026. As required by the City Council Policy and Procedure Manual, Chapter 8 Section IV(C) "Prior to making travel, transportation, and/or lodging arrangements for any Event for which a Councilmember wishes to be reimbursed by the City, the Councilmember should seek to have the Event and the expenditure approved except as provided below. Requests for travel and meeting expense reimbursements or City- paid travel and meetings for any Event(s) will require the advance approval of the City Council at a regularly scheduled Council Meeting under an agendized item requesting such approval." With the appointment of Council Member Mora on December 2, 2025, the City Council will need to take action to authorize her attendance at the remaining events for Fiscal Year 2025-2026. After discussing the upcoming events with Council Member Mora, she identified the below as events she 2 9

would like to attend. Therefore, this item is being brought forward to request approval of her attendance at the below conferences.
