Strategic Plan Goal:

This item aligns with “Goal E - Invest in Infrastructure” in the City of Victorville Strategic Plan 2023-2026. Completing this conversion with allow VMUS to provide all customers with reliable natural gas at a competitive price supplied through the Kern River Pipeline.

Background:

On August 19, 2025, the City Council awarded a construction contract to A.M. Ortega Construction, Inc. for the VMUS Gas Improvement Project – Phase 5 in the amount of $181,052.42. Victorville Municipal Utility Services (“VMUS”), the City’s publicly owned utility, previously purchased natural gas from the Southwest Gas Corporation (“SWG”) and delivered it to customers at the Southern California Logistics Airport (“SCLA”). In recent years, the City has undertaken several projects to transition the SCLA gas system 4 4
8 6
to gas purchased on the open market at wholesale prices from the Kern River Gas Transmission Company (“KRGT”), improving both reliability and cost-efficiency.

Before this project, a small remaining segment along Sabre Boulevard (shown on Attachment A) was still supplied with gas purchased from SWG. This project installed approximately 1,020 feet of a 2-inch polyethylene natural gas main, converting the final portion of the system. With this connection now complete, VMUS has fully eliminated its reliance on SWG at SCLA and now supplies the entire airport area with competitively priced natural gas sourced directly from KRGT.

Discussion:

This project was completed satisfactorily at a final contract price of $148,778.12. The final inspection occurred on October 28, 2025, which is when the project was substantially completed. The one-year warranty on the improvements began the date the work was accepted as substantially complete.

Per California Public Contract Code §71074(c), within 60 days after the recordation of the Notice of Completion, the City can release the final retention funds withheld on this project, provided there are no claims on unreleased liens against the contract.

Staff recommends that the City Council accept as complete and approve the Notice of Completion for the VMUS Gas Improvement Project - Phase 5 and authorize the City Manager to execute the Notice of Completion.

Staff is available for any questions Council may have.
