Tract Map No. 16677 (hereinafter referred to as “Tract 16677”) is a subdivision of 215 single-family lots located at the northeast corner of Mesa View Drive and Dos Palmas Road. In 2005, Canterbury Hills, LLC, as the developer of Tract 16677, recorded the map after entering into a Subdivision Agreement and posting securities for the required public improvements. Canterbury Hills, LLC began installing the public improvements; however, due to the economic downturn of 2008, development came to a halt. At the regularly scheduled City Council meeting on July 19, 2022, the city entered into a Subdivision Improvement Agreement with Mojave HM, LLC also known as Pacific Communities Builders. The conditions of approval for the tract required Pacific Communities Builders to complete various infrastructure components, including water, drainage, sewer, street, and monumentation improvements. The developer has since made significant progress in the development of the tract.

Discussion:

The developer has completed the water and drainage public improvements for Tract Map No. 16677. Therefore, staff recommends that the City Council approve an 80-percent reduction of the water and drainage Faithful Performance Securities, in accordance with Victorville Municipal Code (VMC) Section 17.64.070(1) and accept the completed water and drainage public improvements. The remaining 20-percent of the Faithful Performance Securities will be held for the one-year warranty period, as stipulated in VMC Section

17.64.070(4).

Staff is available to answer any questions Council may have.
