Southern California Edison Easement on Sea Venture Place Recommendation:
That the Honorable City Council:
(1) Grant an exclusive utility easement to Southern California Edison on Assessor Parcel Number (APN) 3133-341-67 as described in the attached documents; and (2) Authorize the City Manager to execute the easement on the City's behalf.
Fiscal Impact:
There will be no fiscal impact resulting from this action.
Strategic Plan Goal:
This item aligns with Goal E, Invest in Infrastructure, in the City of Victorville Strategic Plan 2023-2026. Approval of the easement will allow Southern California Edison (“SCE”) to install the necessary infrastructure to support KB Home’s continued development of Tract No. 20275.
Background:
Tract Map No. 20275 (“Tract 20275”) located at the southeast corner of Monte Vista Road and Luna Road, was recorded on November 8, 2022, after the City Council approved the final map at the September 6, 2022, City Council Meeting. At the time of recordation, the Subdivider, KB Homes Greater Los Angeles Inc., a California Corporation (“KB Homes”), provided a lien agreement as security for the final map as development was not imminent.
On January 21, 2025, the City Council approved a security substitution for Tract 20275 accepting bonds as security for the public improvements and releasing the previously approved lien agreement.

On April 10, 2025, the Engineering Department issued a Right-of-Way Subdivision permit to KB Homes for the development of the tract. KB Homes has made significant progress in the development of the tract and is now ready for SCE to install the electrical infrastructure required for the tract.
On October 21, 2025, the City Council approved utility easements on Monte Vista Road and Luna Road for SCE to construct underground conduits and vault structures.
Discussion:
Though the City Council approved utility easements on Monte Vista Road and Luna Road for SCE last October, the easement on Sea Venture Place was inadvertently missed as the work for Sea Venture Place was on a separate SCE Work Order.
SCE has requested an additional easement on the City’s lettered lot along the Sea Venture Place frontage. The lettered lot was dedicated in-fee to the City for the required landscaping & irrigation improvements (LMAD) on Sea Venture Place that KB Homes will ultimately construct. For safety and access purposes, SCE requires that transformers have an eight-foot clearance around the structures, which prompts the need for the additional space from the lettered lot along Sea Venture Place.
It is staff’s recommendation that the City Council grant SCE the requested easement and authorize the City Manager to execute the easement on the City's behalf so that KB Homes can continue tract development. Without the easements in place, SCE will not energize the electrical lines which will ultimately result in delays to the development of the tract.
