Subject:
Award of Construction Contract – City Hall Second Floor Carpet Replacement, Project CC26-060
Recommendation:
That the Honorable City Council award the construction contract for the City Hall Second Floor Carpet Replacement, Project CC26-060, to Perfection Painting Corporation, as the lowest responsive and responsible bidder, in the amount of $178,500.00.
Fiscal Impact:
Perfection Painting Corporation submitted the lowest responsive and responsible base bid in the amount of $164,500.00. Following bid evaluation, Facilities staff determined that additional furniture relocation and coordination services were required to ensure timely and efficient completion of the project. The recommended contract amount of $178,500.00 reflects the base bid plus the additional scope of work.
Funding for this project has been appropriated in the FY 2025–26 Facilities Maintenance Program, Account No. 1006101-55060-81066. Sufficient funds are available to support this expenditure, and no additional appropriation is required.
Strategic Plan Goal:
This item supports Strategic Plan Goal E – Invest in Infrastructure by maintaining and improving City Hall facilities that support essential municipal operations and staff efficiency.
Background:
The City Hall Second Floor Carpet Replacement Project (Project CC26-060) includes removal and disposal of existing broadloom carpet, surface preparation, and the installation of new commercial-grade carpet tile and cove base within common areas and open workstation areas on the second floor of City Hall. 4 5

The existing carpet was installed as part of the 2007 City Hall expansion and has exceeded its useful life due to prolonged foot traffic, furniture movement, and routine maintenance. The worn condition of the flooring has resulted in visible deterioration and no longer meets the functional needs of the facility.
Discussion:
Following bid opening, Facilities staff identified the need to include furniture relocation and coordination services to ensure efficient project sequencing and minimize disruption to City Hall operations. As reflected in the Construction Agreement and Exhibit B (Contractor’s Proposal), this additional scope includes contractor-provided furniture moving services in the amount of $14,000.00, resulting in a total contract amount of $178,500.00.
To ensure transparency regarding the competitive process, bids received for this project are summarized below:
Vendor Bid Amount
Perfection Painting Corporation $164,500.00
Del Mar Floor Covering Inc. $186,000.00
Continental Flooring Company $203,888.00
Rod-West Floor Covering LLC $207,750.00
The scope of work for this project includes the removal and recycling of existing broadloom carpet, surface preparation, and the installation of new commercial-grade carpet tiles and 4-inch carpet cove base in common areas, open workstation areas, and three staircases on the second floor of City Hall. The installation will utilize Shaw carpet tile products installed in accordance with manufacturer specifications and a 1/4-turn pattern. Modular workstation systems will remain in place, and the contractor will coordinate lifting and installation methods as required.
The project is subject to California Prevailing Wage requirements, and the contractor is responsible for compliance with all Department of Industrial Relations (DIR) registration, certified payroll, and labor law requirements throughout the duration of the work. Work scheduling will be coordinated with Facilities staff to minimize impacts to City operations, with a majority of work expected to occur after business hours or on weekends, as approved by the Facilities Manager.
Award of this contract will allow the City to proceed with the replacement of deteriorated flooring, improving safety, appearance, and long-term functionality of City Hall workspaces.
Therefore, staff recommends that the Honorable City Council award the construction contract for the City Hall Second Floor Carpet Replacement Project to Perfection Painting Corporation in the amount of $178,500.00.
