Strategic Plan Goal:
This item aligns with Goal E, Invest in Infrastructure, in the City of Victorville Strategic Plan 2023-2026. The installation of concrete masonry unit (CMU) walls topped with Four- foot-tall anti-climb iron rod spikes, along with automated gates, has enhanced security at the District’s well sites. These improvements have provided a safer environment for District employees who access these sites daily.
Background:
On May 6, 2025, the Victorville Water District (District) Board of Directors (Board) approved a construction agreement with SDC Engineering, Inc., for Block Walls and Gates for Well Sites 137, 203, 207, and Stoddard Wells Pump Station District Project in the amount of $1,454,345.
To enhance security at the District’s well and reservoir sites, the District has replaced current chain-link fencing and gates with block wall and automated iron gates. Four-foot- high cured outward iron rod spikes have been installed on top of the block walls and iron gates to deter climbing and trespassing. These projects were included in the Water Master Plan 10-year project plan. The District will upgrade the remaining well and reservoir sites as planned over the next decade.
Discussion:
This project was completed satisfactorily at a final cost of $1,393,281.74. The final inspection was completed on December 18, 2025, which is when the project was substantially completed. The one-year warranty period on the improvements began on the date the work was accepted as completed.
District staff recommends that the Board accept the Block Walls and Gates for Well Sites 137, 203, 207 and Stoddard Wells Pump Station District Project as complete and authorize the General Manager to execute the Notice of Completion.
Staff is available to answer any questions the Board may have.
