Recommendation:
That the Honorable City Council review and file the attached 2025 Planning Commission Approved Projects List.

Strategic Plan Goal:
This item aligns with Goals C and F of the 2023-2026 Strategic Plan, as discussed below:
Goal C: Community and Economic Development – The new development approved by the Planning Commission and recommendations made to the City Council support the goal to “Support the economic vitality and preservation of the community for all its members” by ensuring that projects comply with local laws and standards, and that new construction and land uses enhance the community.
Goal F: Communication and Outreach – As this goal seeks to “Build strong connections with community partners, residents, and employees”, presentation of the list of Planning Commission approved projects will provide additional opportunities for stakeholders to stay informed about upcoming development and efforts to amend codes and policies that benefit the community.
Background:
Since 2022, the Planning Commission has requested an annual summary of development and noteworthy projects approved by the Planning Commission during the prior calendar year. Due to the reoccurring nature of the request, Planning Department staff began automatically providing this update in 2026, and will continue to provide it annually. 4 5

In keeping with the practice of City Departments providing updates to the City Council on projects, statistics, and key operational metrics, the Planning Department intends to annually provide the City Council with the list of Planning Commission approved projects.
Discussion:
Pursuant to the Victorville Municipal Code (“VMC”), the Planning Commission is an appointed quasi-judicial body empowered by the City Council and applicable state law to enforce Title 16 of the VMC (the “Development Code”) and act on site-specific applications involving new construction and land use, including housing and commercial/industrial development. Additionally, the Planning Commission is tasked with making recommendations to the City Council on development and land use proposals that have Citywide impacts, such as General Plan and Development Code amendments.
Considering that many actions of the Planning Commission are delegated by the City Council and are not subject to regular City Council review, providing a summary of approved development applications and other noteworthy projects helps to ensure that the City Council is fully informed of the Planning Commission’s activities and forthcoming projects that will continue to shape the City of Victorville.
Accordingly, the attached list provides brief descriptions of development and significant projects approved by the Planning Commission in 2025, together with the corresponding approval dates and, where applicable, building sizes or unit counts.
