Notice of Completion – City Hall Reception and Security Expansion Project, Project JM25- 080
Recommendation:
That the Honorable City Council:
(1) Accept as complete and approve the Notice of Completion for the City Hall Reception and Security Expansion Project, Project JM25-080; and (2) Authorize the City Manager to execute and file the Notice of Completion.
Fiscal Impact:
There is no fiscal impact associated with this action. Retention in the amount of five percent (5%) was withheld from each payment application during the course of construction, in accordance with the Construction Agreement. Retention in the amount of $19,046.44 will be released following City Council approval and recordation of the Notice of Completion.

On December 17, 2024, the City of Victorville entered into a construction agreement with BluSky Restoration Contractors, LLC for the City Hall Reception and Security Expansion Project, Project JM25-080, in an amount not to exceed $380,928.45. The project included construction improvements to the City Hall reception area to enhance security, access control, and overall functionality for staff and the public.
Discussion:
The City Hall Reception and Security Expansion Project, Project JM25-080, was completed on 12/31/2025 to the satisfaction of City staff and in accordance with the approved scope of work and contract requirements. Staff are requesting City Council acceptance of the completed project and authorization for the City Manager to execute and record the Notice of Completion.
