Subject:
Victorville Municipal Utility Service (”VMUS“) Shop/Warehouse Design and Construction Estimate
Recommendation:
That the Honorable City Council award a Consultant/Professional Services Provider Agreement to BFK Architecture + Planning in the amount of $170,000 for the VMUS Shop/Warehouse Design and Construction Estimate, Project CC26-042 (”Project”).
Fiscal Impact:
This action will result in a fiscal impact of $170,000. An additional appropriation is not required. There are sufficient funds available in the Project budget to support this expenditure.
Account Budget FY 2025-2026
4202076-55080-30072 $1,930,000.00
Strategic Plan:
This item reflects Goal E: Invest in Infrastructure - The design and construction of the VMUS Shop/Warehouse will establish a centralized facility for all VMUS parts, materials, and equipment, enhancing the tracking, management, and maintenance of active assets.
Background:
Since the department’s establishment in 2001, VMUS parts, materials, and equipment have been distributed across multiple City facilities at the Southern California Logistics Airport. This decentralized storage has made it challenging to effectively track and monitor active assets and to ensure they are maintained in good working condition while remaining securely stored.

The design and construction of the VMUS Shop/Warehouse, Project CC26-042, will establish a centralized facility, located on APN 0459-192-58, for all VMUS parts, materials, and equipment, enhancing the tracking, management, and maintenance of active assets. Consolidating these resources will increase the department’s effectiveness and efficiency in responding to customer needs.
Discussion:
The VMUS Shop/Warehouse Design and Construction Project CC26-042 requires the services of a qualified professional or firm with demonstrated experience in the planning, design, and construction of metal shop and warehouse facilities, including all associated design-build processes. On September 23, 2025, a Request for Proposals (RFP) was issued in accordance with City Municipal Code §2.28.200. A pre-proposal meeting and job walk was conducted on October 7, 2025. Proposals were due October 21, 2025, at which time Purchasing staff opened all sealed bids that were received. The bids are summarized as follows:
Contractor Location Bid Amount
BFK Architecture + Planning Pasadena, CA $170,000
TESO Architects, Inc. Upland, CA $248,000
TKDA Bloomington, MN $409,500
TR Design Group, Inc. Riverside, CA $413,957
Through their RFP response, BFK Architecture + Planning demonstrated substantial experience with similar projects and identified additional opportunities to reduce costs, providing a clear benefit to the construction phase. These cost-saving measures will help ensure that funding is maximized and that the project remains on schedule for completion in Fiscal Year 2026-2027.
Therefore, City staff recommends that the City Council approve the Consultant/Professional Services Provider Agreement with BFK Architecture + Planning, in an amount not to exceed $170,000 for the VMUS Shop/Warehouse Design and Construction Estimate, Project CC26-042.
