Fiscal Impact:
There is no fiscal impact associated with this action.
Strategic Plan Goal:
This item aligns with Goal E, Invest in Infrastructure, in the City of Victorville Strategic Plan 2023-2026. Although this is not a Capital Improvement Project, we apply the same strategy to private development projects as they are essential in meeting the community’s needs. This
Background:
Tract Map No. 20560 is a commercial tract map for the Victorville Connection, located on the north side of Bear Valley Road between Second Avenue and Third Avenue. The project proposes a mixed-use development consisting of 376 multi-family residential units and approximately 230,632 square feet of commercial space. The commercial component will accommodate a variety of uses, including retail, restaurant, office, and storage facilities.
On April 4, 2022, the City Council approved a Subdivision Improvement Agreement (SIA), secured by both improvements and cash security, with Bear Valley Development Company, LLC, and Bear Valley Road and 2nd Avenue, LLC for the development. The 4 5

conditions of approval for the tract required the developer to complete several infrastructure components, those components being water, drainage, street, traffic signal, and monumentation improvements. The developer has made significant progress on the tract development and at the November 19, 2024, regularly scheduled City Council meeting 60-percent of the Water, Drainage, Street, and Traffic Signal Faithful Performance Securities were released.
Discussion:
The developer has completed all outstanding public improvements for Tract Map No. 20560. Therefore, staff recommends that the City Council approve an additional 20- percent reduction in the Faithful Performance Securities, resulting in an overall 80-percent reduction as this aligns with the Victorville Municipal Code (VMC) Section 17.64.070(1) and accept the completed water, drainage, street, and traffic signal public improvements.
The remaining 20-percent of the Faithful Performance Securities will be held for the one- year warranty period as stipulated in the VMC Section 17.64.070(4).
Staff is available for any questions Council may have.
