RE: Proposal for Phase 2 – IWWTP Capacity Expansion Design Dear Mr. Bonilla:
Woodard & Curran was selected by the City of Victorville (City) in 2024 as the design engineer for the Integrated Wastewater Treatment Plant (IWWTP) Capacity Expansion Project, with the project intended to be completed in 3 separate phases.
• Phase 1: Conceptual and 30% Design
• Phase 2: 60% -100% Design
• Phase 3: Bid Services and Engineering Services During Construction Woodard & Curran’s proposal submitted in 2024 included a scope of services, budget, and schedule for all three phases of the project . However, the design concept for expansion of the IWWTP was refined during Phase 1 and identifies additional treatment unit processes that were not anticipated when our previous proposal was developed. The new unit processes necessitate revisions to the scope of services and budget that was initially submitted to the City in 2024.
Tasks and features that are added to the Phase 2 scope include the following:
• New primary clarifiers, electrical building, and administrative building • Facilitate procurement of long-lead items to mitigate construction delays • Use of recycled water for fire flow
• Additional environmental surveys
Multiple new scope items were identified during Phase 1 in addition to the additional treatment processes. Through workshops with the City and the operations team, it was determined that plant staff need additional office space which will be achieved with an Operations Annex Building. Additionally, it was determined that the fire protection loop at the site is dry (i.e., out- of-service). While the IWWTP may be exempt from needing to meet fire flows and no buildings on site require sprinkl ers, the City would like to consider using treated effluent for fire protection instead of extending a large potable water supply pipeline to the plant for fire protection. Finally, to construct additional capacity as quickly as possible and to help ensure the City obtains the lowest capital and operating cost equipment, the City would like Woodard

Phase 2 – IWWTP Capacity Expansion Design February 6, 2026 & Curran to assist with equipment pre-procurement services. The assistance would identify the most favorable equipment manufacturers and models based on the City’s criteria and review equipment submittals. The City intends to execute purchase agreements for selected equipment, to be assigned to the lowest qualified bidder for construction of the capacity improvements project.
Remaining work to complete under Phase 1 at the time of this submittal includes California Environmental Quality Act compliance permitting and utility potholing; this work will continue into Phase 2 of the project . Additionally, a workshop to review the 30% design package with the City is pending, and Woodard & Curran remains ready to facilitate a workshop at our mutual convenience with the City.
On October 30th, 2025, Woodard & Curran submitted the Phase 1 - 30% Design to the City for review and comments. This letter proposal is being submitted to document and seek approval for these revisions for Phase 2 of the project. In order to maintain momentum on this project and gain additional IWWTP capacity as quickly as possible , we are requesting approval of a n amendment to begin Phase 2 of this project.
SCOPE OF SERVICES
Project Management and Administration
Project Administration: Project administration includes Project setup, invoices, coordination meetings, schedule development and monitoring, financial monitoring, and related work. The Project Manager/Deputy Project Manager and Project Assistant will conduct this work for the duration of the Project.
Project Meetings: The Project Delivery Team will meet weekly during the Project to discuss project design progress and any related issues with the City of Victorville. These periodic meetings will be conducted via teleconference.
Project Workshops: Woodard & Curran will conduct up to three in-person workshops with the City of Victorville, typically one after each design milestone deliverable 60%, 90%, and pre- procurement). The workshops will provide stakeholders with the opportunity for input on the design.
QA/QC: We will implement several Quality Assurance/Quality Control (QA/QC) measures during the Project. A team of senior experts, who are independent from the design team, will review the Project at the start and at the initial milestones. This Senior Technical Advisory Review, or STAR, will focus on big picture issues including operations, maintenance, constructability, opportunities for innovation, and a wide range of considerations to help the Project Team achieve overall Project success. In addition, se nior engineers will provide independent technical reviews of the designs, calculations, and drawings. These reviews focus on the design details. Finally, via the workshops and design reviews (both internal and by the City), constructability, operability and safety approaches will be validated.

Environmental Surveys in Support of CEQA
Based on the findings during the first phase of project design, the City of Victorville Planning Department has requested protocol level surveys for special status species to support the IS/MND. The IS/MND will require development of avoidance and mitigation measures for special status species and permitting for Joshua Tree. Protocol level surveys and reporting that are necessary to support CEQA findings will include:
• Burrowing owl breeding season protocol surveys and report • Mohave ground squirrel trapping surveys and report
• Desert Tortoise protocol survey report
Additionally, dependent on findings of the surveys, additional Endangered Species Act permitting may be required. Scope for completing the necessary documentation to assist in obtaining the following permits has been included:
• Biological Assessment and HCP assistance for federally listed species: Desert Tortoise (Scope for supporting the Section 7 consultation process with US Fish and Wildlife Service can be provided once a federal nexus is confirmed. • California Department of Fish and Wildlife Incidental Take Permit for state listed/candidate species:
o Western Joshua Tree,
o Burrowing Owl,
o Mohave Ground Squirrel
Equipment Pre-Procurement Assistance
To reduce the total construction time, to help provide the best life -cycle value for the project, and to obtain equipment -specific details during the design process, there are several equipment-based components of the project that the City intends to pre -purchase and assign the contracts to the selected bidder. The (1) UV system, (2) fine screens, (3) grit basins, (4) blower and diffuser system, and (5) MBR system have all been identified as equipment to be pre-procured by the City. These components have be en identified because of their long lead times, their impact on long -term operations and maintenance costs, and their criticality in detailing related components of the project.
For the UV, fine screen, grit basin, and blower and diffuser equipment packages (Items 1-4), Woodard & Curran will solicit proposals from equipment manufacturers or their vendors,

• Offices (2)
• Conference Room
• Kitchenette
• Toilet Facilities (3 unisex type)
• Showers (4 fully enclosed single showers w/ changing areas) • Locker Area
