Strategic Plan Goal:
This subject funding opportunity aligns with Goal D, Strategy, 5 of the 2023-2026 Strategic Plan, which states that in order to achieve the goal of reducing homelessness, the City should: Strengthen collaboration with the County and other entities to identify new funding opportunities and expand partnerships for homelessness services.
Background:
Grant History/Purpose
On March 25, 2025, the San Bernardino County Board of Supervisors authorized the submission of a grant application to the California Department of Housing and Community Development (HCD) for the 2024 Emergency Solutions Grants (ESG) Program Continuum of Care (CoC) Allocation. The Office of Homeless Services (OHS) was designated by the San Bernardino City and County CoC to serve as the Administrative Entity for the ESG Program and to administer funds on behalf of participating jurisdictions.
On June 2, 2025, HCD announced the award of Cycle 1 funding under Contract No. 24- ESG-00040 to San Bernardino County. Cycle 1 includes a 21-month expenditure period and supports ESG-eligible activities, including Emergency Shelter, Rapid Re-Housing, Homeless Management Information System (HMIS) implementation, and administrative costs.
City Proposal
On January 2, 2026, OHS contacted City of Victorville Homelessness Solutions staff to inquire about the City’s interest in utilizing ESG Cycle 1 funding to provide shelter services to individuals experiencing homelessness. Given the City’s existing Wellness Center operations and demonstrated capacity to safely shelter individuals while providing supportive services and stabilization assistance, the City is well positioned to implement ESG-funded activities that align with program requirements and local homelessness response efforts.

On February 6, 2026, a draft agreement was provided to City staff for review and execution.
Discussion:
Proposed Grant Uses
The recommended action will support the fiscal sustainability of the Victorville Wellness Center. For Cycle 1, the estimated allocation to the City of Victorville totals $193,300.88, distributed as follows:
Cold Weather Emergency Shelter: $47,890.84
Warm Weather Emergency Shelter: $47,890.84
Rapid Re-Housing: $78,189.12
Grant Administration: $19,330.08
Emergency Shelter funding will support Wellness Center services during the Cold Weather period (November 1, 2025 through March 31, 2026) and the Warm Weather period (May 1, 2026 through September 26, 2026). Rapid Re-Housing funding will assist individuals and families experiencing homelessness by quickly securing and maintaining stable housing through rental assistance and supportive services.
With this additional $193,300.88 in funding, the City will continue to address unsheltered homelessness by leveraging expanded resources and County partnership support, while also supporting operating costs.
Grant Requirements
If accepted, the funding period of performance will begin on January 2, 2026, and conclude on September 26, 2026. As part of the grant requirements, the City will be responsible for reporting on target populations served. These reporting obligations can be met by Homelessness Solutions staff through existing intake procedures and data collection systems. Additionally, the terms of the proposed grant agreement stipulate that the grant funds will be reimbursed to the City for eligible services provided.
Given the City’s established role as an administrator within a functioning Continuum of Care, staff does not anticipate any difficulty expending the funds within the required timeframe. Guided by the Strategic Action Plan and Citywide Strategic Plan, the City continues addressing homelessness while seeking outside funding to preserve local resources such as the General Fund and Measure P for other essential services.
Staff Recommendation
In alignment with the City’s Strategic Plan goals and the City’s continued collaboration with San Bernardino County, staff recommends that the Honorable City Council adopt Resolution Nos. 26-012 and 26-013, amending the Fiscal Year 2025-2026 budget and authorizing the City Manager to formally accept the $193,300.88 in available ESG 4 5

funding; authorize the City Manager to finalize all documents needed to execute the agreement and administer the overall project; and authorize the City Manager to make any necessary amendments to the agreement as deemed necessary by San Bernardino County or the City Attorney.
