Background:
On February 4, 2025, the Victorville Water District (District) Board of Directors (Board) approved a construction agreement with Hemet Manufacturing Company Inc., DBA Genesis Construction, for Pressure Zone Change Project – Area 7 District in the amount of $2,011,621.
This project is part of the Capital Improvement Program (CIP) Outlined in the City’s 2021 Water Master Plan. The project includes removal and replacement of the pressure- reducing valve station and reconfiguration of the distribution pipelines to convert the area from pressure Zone 3170 to Zone 3290, providing water service at approximately 80-90 pounds per square inch (psi). Additionally, approximately 440 individual pressure regulators have been installed on all service alters within the project area to protect the plumbing of existing homes and commercial buildings from the increased water pressure.
Discussion:
The project was completed satisfactorily at a final cost of $1,985,529.27. The final inspection was completed on January 21, 2026, which is when the project was substantially completed. The one-year warranty period for the improvements began on the date the work was accepted as complete.
Therefore, district staff recommends that the Board accept the Pressure Zone Change – Area 7 District as complete and authorize the General Manager to execute the Notice of Completion.
Staff is available to answer any questions the Board may have.
