Notice of Completion – Hook Community Center Flooring Installation, Project CC26-061 Recommendation:
That the Honorable City Council:
(1) Accept as complete and approve the Notice of Completion for the Hook Community Center Flooring Installation, Project CC26-061; and
(2) Authorize the City Manager to execute and file the Notice of Completion.
Fiscal Impact:
There is no fiscal impact associated with this action. Retention in the amount of five percent (5%) was withheld from each payment application during the course of construction, in accordance with the construction agreement. Retention in the amount of $3,845.89 will be released following City Council approval and recordation of the Notice of Completion. The retention account information is below.

Strategic Plan Goal:
This project supports the City of Victorville Strategic Plan Goal E – Invest in Infrastructure, which focuses on maintaining and improving City facilities to ensure safe, functional, and reliable community assets.
Background:
On November 19, 2025, the City of Victorville entered into a construction agreement with Lawrence W. Rosine Co. for the Hook Community Center Flooring Installation, Project 4 5

CC26-061. The project included removal of existing flooring and installation of new flooring materials within the Hook Community Center.
During construction, unforeseen site conditions related to elevated moisture levels within the concrete substrate were identified and addressed to ensure code compliance, occupant safety, and manufacturer warranty requirements. This resulted in a Change Order for an amount of $36,217.74 that was approved by the City Manager and then ratified by Council on January 21, 2026. Following completion of all contract work and required inspections, the project is ready to be deemed complete.
Discussion:
The Hook Community Center Flooring Installation, Project CC26-061, was completed on January 21, 2026 to the satisfaction of City staff and in accordance with the approved scope of work and contract requirements.
Staff are requesting City Council acceptance of the completed project and authorization for the City Manager to execute and record the Notice of Completion (Attachment A).
