1 MESSAGE FROM THE FIRE CHIEF
O C T O B E R - D E C E M B E R 2 0 2 5
I want to take a moment to provide a department-wide update and recognize several important developments and accomplishments across the Victorville Fire Department (VFD).
The California Court of Appeal has ruled in favor of Confire, overturning the injunction that had been put in place by the trial court. This decision clears the path for Confire to begin the start-up phase of the ambulance contract, which is anticipated to occur in early 2026.
We will continue to keep our members informed as this process progresses and as implementation details are finalized.
VFD staff has begun the planning phase for the 100-year anniversary of the Victorville Fire Department, scheduled for August 2026. This milestone represents a century of service to our community, and we look forward to honoring the legacy, traditions, and people who have built this organization while engaging our community in the celebration.
We recently completed a Battalion Chief recruitment process and are proud to announce the promotion of Marcus Lynch to Battalion Chief. Congratulations to Chief Lynch on this well-earned promotion.
Additionally, Firefighter/EMTs (FF/EMT) Tanner Huntoon, Ely Woody, Brendon Parks, and Marquis VanOtten were promoted to Firefighter Paramedic (FF/PM) following the successful completion of paramedic school. Their commitment and perseverance throughout this demanding process reflect positively on the entire department.

2 FF/EMT Carlos Meza has begun his paramedic internship, with FF/PM Kaylee Moreno serving as his preceptor and mentor. FF/EMT Meza is expected to complete paramedic school in early January 2026. We appreciate FF/PM Moreno’s leadership and mentorship in supporting this important phase of development.
Recruitment efforts for FF/PM and FF/EMT positions are currently underway. Under the leadership of Battalion Chief Espinoza, the planning phase for the next training tower is underway.
VFD in partnership with SCLA, recently hosted a joint tabletop exercise that strengthened interagency coordination and preparedness. These collaborative efforts are essential to our collective success during complex incidents.
VFD also worked alongside the San Bernardino County Sheriff’s Department to successfully rescue a victim from a residential structure fire. This incident highlights the professionalism, teamwork, and strong working relationships that exist between our agencies in service to the community. I would like to highlight FF/PM Dylan Devlin and FF/PM Marquis Van Otten's "all in" effort and initial actions on this incident. Thank you, Gentlemen!
Our CARE Team continues to serve both the City of Victorville and our department with unwavering dedication. Their ongoing work in peer support and chaplain services remains a vital resource for our members, and we are grateful for their commitment to the well-being of our personnel.
Thank you all for your continued professionalism, adaptability, and service to the City of Victorville. Your efforts, both seen and unseen, make a meaningful difference every day.

OPERATIONS
From October through December, the Victorville Fire Department maintained a high level of operational readiness while responding to a significant and diverse emergency workload. During this quarter, Operations personnel handled a total of 6,138 calls for service, reflecting the continued demand placed on the department as the community grows and risk profiles evolve.
This activity included 484 fire-related incidents of which 12 were confirmed working structure fires requiring coordinated, multi-company responses and aggressive life-safety operations. In addition, crews responded to 300 vehicle accidents involving injuries. Collectively, these responses highlight the department’s ongoing commitment to rapid, professional emergency services and its ability to manage high call volumes while maintaining operation effectiveness and public safety.
