Strategic Plan Goal:

This item aligns with Goal E “Invest in Infrastructure” in the City of Victorville Strategic Plan 2023 – 2026. The project involves rehabilitating deteriorated sewer mains by installing a protective lining within the existing pipes. This process will restore structural integrity, address cracked or damaged sections, and prevent further deterioration. As a result, the project will significantly extend the service life of the sewer mains and help ensure the long-term reliability of the City’s sewer infrastructure. 4 6

Background:

The City operates and maintains a sanitary sewer collection system serving approximately 74 square miles. The system includes about 437 miles of sewer mains and 121 miles of sewer laterals, totaling approximately 31,225 connections. Gravity sewer mains range in diameter from 8 to 30 inches, are constructed of various materials, and range in age from newly installed to nearly 100 years old.

In 2018, Pro-Pipe, Inc. was retained to perform a citywide closed-circuit television (CCTV) inspection and condition assessment of the sewer system in accordance with National Association of Sewer Service Companies (NASSCO) standards. The resulting condition assessment report prioritized sewer segments requiring replacement or rehabilitation, identifying deficiencies such as severe root intrusion, cracking, and pipe breakage.

Historically, these conditions were addressed through open-cut replacement. However, over the past several decades, trenchless rehabilitation methods, particularly cured-in- place pipe (CIPP) lining, have become more cost-effective and less disruptive. CIPP involves inserting a resin-saturated liner into the existing pipe, forming a seamless, jointless interior that restores structural integrity and extends the service life of the pipeline.

Based on the findings of the 2018 assessment, the City initiated a three-phase Capital Improvement Program (CIP) to rehabilitate the most critical sewer segments. The first two phases have been completed, and this project represents the third and final phase.

Discussion:

This project was advertised using qualification-based solicitation procedures in accordance with Victorville Municipal Code §2.28.280. On January 22, 2026, the Notice Inviting Bids was released on OpenGov Procurement Portal and advertised in the San Bernardino Sun. On January 25, 2026, the second advertisement was released in the Victorville Daily Press.

On February 19, 2026, two (2) formal bids were received from the following firms:

Contractor Bid Amount
Insituform Technologies, LLC $2,224,346
Vortex Services LLC, DBA Sancon Technologies $2,320,943 Each bid submission was reviewed by the Purchasing Department, which determined that Insituform Technologies, LLC provided the best value bid of $2,224,346 and the only bid package that provided the required original copies.

A Notice of Exemption (Attachment B) describes the project activities and states that the project is categorically exempt from environmental review under the California Environmental Quality Act (CEQA).
