Strategic Plan Goal:

This item aligns with Goal E, Invest in Infrastructure, in the City of Victorville Strategic Plan 2023-2026. Although this is not a Capital Improvement Project, we apply the same strategy to private development projects, as they are essential in meeting the community’s needs.

Background:

Tract Map No. 20560 is a commercial tract map for the Victorville Connection, located on the north side of Bear Valley Road between Second Avenue and Third Avenue. The project proposes a mixed-use development consisting of 376 multi-family residential units and approximately 230,632 square feet of commercial space. The commercial component will accommodate a variety of uses, including retail, restaurant, office, and storage facilities.

On April 4, 2022, the City Council approved a Subdivision Improvement Agreement (SIA), secured by both improvement securities and cash security, with Bear Valley Development Company, LLC, and Bear Valley Road and 2nd Avenue, LLC, for the project development.

The conditions of approval for the tract required the developers to complete several infrastructure components, including water, drainage, street, traffic signal, and monumentation improvements. The developer has made significant progress, and at the regularly scheduled City Council meeting on February 17, 2026, the City Council approved and accepted the water, drainage, street, and traffic signal improvements.

Discussion:

The required monumentation for the entire tract has been completed. Monumentation of a tract is the process of placing markers on a surveyed area of land to determine the boundaries of the tract. Monumentation also includes points of streets centerline and right-of-way intersections, the beginning and end of curves, and lot/parcel corners. The engineer of record for Tract 20560 has completed the required monumentation and has received full payment from the developers. Therefore, it is recommended that the monumentation security be released in its entirety.

Staff is available to answer any questions Council may have.
