Item Number: 16
City Council / Board of Directors
Written Communications
Meeting of: April 7, 2026
Submitted By:
Scott Webb, Deputy City Manager
Subject:
Measure I Continuation Expenditure Plan
Recommendation:
That the Honorable City Council adopt Resolution No. 26-015 approving the Expenditure Plan developed by the San Bernardino County Transportation Authority for the continuation of Measure I.
Fiscal Impact:
There is no direct fiscal impact associated with approval of this item. However, the current Measure I will sunset in 2040, unless extended by the voters. The continuation of Measure I is estimated to generate approximately $7.5 billion county-wide in its first 30 years.
Strategic Plan Goal:
The Measure I Expenditure Plan aligns with Goal E, Invest in Infrastructure, Strategy 11 of the City of Victorville Strategic Plan 2023-2026. Strategy 11 focuses on continuing to secure funding to expand, improve, and preserve the City’s roadway system. The Expenditure Plan allocates Measure I revenue to support these efforts including the preservation, rehabilitation, improvement and maintenance of the City’s roadways.
Background:
Measure I is San Bernardino County’s one-half of one percent retail transactions and use tax dedicated to transportation improvements and programs. Administered by San Bernardino County Transportation Authority (SBCTA), the measure was first approved by County voters in 1989 and in 2004 it was extended through April 1, 2040. Revenue generated by the tax is distributed throughout the incorporated and unincorporated areas of San Bernardino County and is used to support transportation improvement and traffic management programs.

The City of Victorville is identified as part of San Bernardino County’s Victor Valley Subarea of the Mountain/Desert Area, which includes the Cities of Adelanto, Hesperia, and Victorville; the Town of Apple Valley; and the surrounding unincorporated areas including Wrightwood. The revenue generated by the Mountain/Desert Area is currently allocated as indicated in the following table:
Project Category Measure I Percentage
Local Streets Projects 70%
Regional Mobility 20%
Operations 10%
Discussion:
At the February 4, 2026, SBCTA Board meeting, the Board authorized staff to seek approval of an updated draft Expenditure Plan from the Board of Supervisors and the Councils of all Cities and Towns within the County. Public Utilities Code section 180206 requires that the Measure I Continuation Expenditure Plan be approved by the County Board of Supervisors and a majority of the cities representing a majority of the population residing in incorporated areas before it can be adopted. The Expenditure Plan must be adopted prior to the call for the election. The draft Expenditure Plan is included as Exhibit A of Resolution No. 26-015 (Attachment A).
If approved by the Board of Supervisors and a majority of cities, SBCTA plans to place a ballot measure on the November 3, 2026, General Election ballot. The measure would continue the existing one-half of one percent retail transactions and use Tax (TUT) imposed by Measure I. If approved by voters, the TUT would continue indefinitely, unless it is repealed by voters.
Changes to the Expenditure Plan include redirecting the 3% set-aside from the Cajon Pass Expenditure Plan to the Interregional Mobility Expenditure Plan, which allows for broader use of funds on other key regional corridors beyond the Cajon Pass. Additionally, after the first 10 years, the SBCTA Board will have greater flexibility to amend the Expenditure Plan by board vote without requiring consent from the County and its cities.
However, any changes in the subregional boundaries will still require unanimous approval from all local jurisdictions affected by the revisions. The updated Expenditure Plan for the Mountain/Desert area allocates the same distribution of funding by category as noted in the table above.
Staff finds the updated Expenditure Plan generally consistent with the current Measure I funding and recommends adopting Resolution No. 26-015 approving the SBCTA plan.
