Strategic Plan Goal:
This project aligns with Goal E “Invest in Infrastructure” in the City of Victorville Strategic Plan 2023-2026, as the proposed improvements will serve pedestrians by creating a safer crosswalk network near critical intersections. Pedestrians of various ages, especially school children and the physically disabled will benefit from the proposed safety improvements at the nine proposed crosswalk locations identified on the Location Map (Attachment A).
Background:
According to the Federal Highway Administration, Rectangular Rapid Flashing Beacons (RRFBs) strategically placed at certain intersections can achieve motorist yielding rates of up to 98 percent at marked crosswalks and reduce pedestrian-involved traffic accidents by up to 47 percent. RRFB units consist of two rectangular yellow light-emitting diode (LED) fixtures mounted on a pole beneath a pedestrian crossing warning sign. The beacons remain dark until a pedestrian activates them via push button, triggering an irregular flashing pattern designed to capture driver attention. RRFBs are typically installed at marked crosswalks near schools, parks, and pedestrian-friendly retail or lifestyle centers. The City of Victorville currently operates and maintains nine crosswalk locations equipped with RRFBs and seeks to expand that number.
In September 2022, the Engineering Department submitted an application to Caltrans for funding under the State of California's Highway Safety Improvement Program (HSIP), with the intent of funding the installation of nine additional RRFBs throughout the City. On March 9, 2023, Caltrans notified the City that the project, along with two others, had been selected for grant funding in the amount of $149,310. At the regular City Council meeting of May 2, 2023, staff presented all three projects for Council approval and recommended that California Environmental Quality Act (CEQA) Notices of Exemption (NOEs) be approved for each location. The Council accepted the proposed projects and approved the NOEs. However, during planning and design, staff encountered several setbacks.
Specifically, the RRFB Project was originally planned with the intent of completing design and installation in-house. During review, however, staff identified ADA accessibility deficiencies at the proposed crosswalk intersections, which triggered the requirement to remove and replace noncompliant curb ramps at each installation location. Due to this expanded scope of work, the City determined it would be necessary to appropriate additional funds and solicit construction services from a qualified contractor.
On September 2, 2025, City Council adopted Resolution No. 25-066, amending the FY 2025/2026 Budget to appropriate an additional $149,310 in revenue and expenditures from the HSIP and $465,000 in revenue and expenditures from Measure I funds for the Rectangular Rapid Flashing Beacons Project.

Discussion:
The project plans, specifications, and engineer’s estimate for the project were prepared in-house by the Engineering Department. This project was bid using formal bidding procedures in accordance with Victorville Municipal Code §2.28.210 and the California Public Contract Code. The project was advertised on February 4, 2026. Two (2) bids were received and publicly read aloud on February 26, 2026. The bid results are shown below.
Company Bid Amount
Gentry General Engineering, Inc. $501,912.50
Interstate Civil Construction $1,032,084.80
After careful review and tabulation of the bid proposals, staff determined Gentry General Engineering, Inc. as the lowest responsive, responsible bidder. The Engineer’s Estimate for the project was approximately $450,000. The low bid is about 12% above the estimate.
Because this project is not federally funded, there are no Disadvantaged Business Enterprise (DBE) program requirements.
The Engineering Department will be responsible for the management of the construction of this project. Construction is likely to start in June 2026. It is estimated that the duration of the project will be less than two months. The total duration of the project will depend on weather conditions and lead time for procurement of construction materials.
Staff recommends that the Honorable City Council award a construction contract to Gentry General Engineering, Inc., in the amount of $501,912.50, for the 2025 Rectangular Rapid Flashing Beacons Project.
Staff is available for any questions Council may have.
