Subject:

Approval of Purchase and Installation of Playground Equipment for Eagle Ranch Pocket Park
Recommendation:

That the Honorable City Council approve the purchase and installation of playground equipment from GameTime, through Great Western Recreation, for the replacement of playground equipment at Eagle Ranch Pocket Park.

Fiscal Impact:

Approval of this purchase and installation of playground equipment will have a fiscal impact of $249,991.37. Funds for this expenditure have been appropriated in the Fiscal Year 2025–2026 Capital Improvement Plan (CIP) Budget in the LMAD/DFAD/MAD Fund 370.

Account Available Budget
3705502-55070-70787 $250,000

The City applied for and was awarded a GameTime Playground Grant, which provides a 50% discount on the playground structure only. The grant is applied directly to the playground structure purchase as a price reduction, and no funding will be remitted directly to the City. The total grant discount applied to the equipment is $68,425.90, which reduces the overall project cost to $249,991.37.

For accounting purposes, the playground asset will be capitalized at its full pre-discount value of approximately $318,417.27, with the grant recorded as a reduction to the equipment purchase price. No additional appropriation is required. 4 6

Strategic Plan Goal:

This item aligns with Strategic Goal E, Invest in Infrastructure, which focuses on creating a healthy and livable community by maintaining the City’s assets through investment in infrastructure and innovation. The replacement of playground equipment at Eagle Ranch Pocket Park helps maintain and improve park infrastructure while providing safe recreational opportunities for the surrounding neighborhood.

Background:

Eagle Ranch Pocket Park serves residents within the Eagle Ranch neighborhood and provides recreational opportunities for families and children in the surrounding community. The existing playground equipment has reached the end of its useful life, as it is estimated to have been installed in 1990, and requires replacement to maintain safe and functional recreational facilities.

In September 2025, staff applied for the GameTime Playground Grant Program to assist with the replacement of the playground equipment. In October 2025, the City was notified that the application had been approved. The grant provides a discount on the playground equipment, helping reduce the overall cost of the project.

Replacing the existing playground equipment will improve safety, accessibility, and recreational opportunities for residents who use Eagle Ranch Pocket Park.

Discussion:

Consistent with the terms of the grant, the playground design was created in conjunction with Great Western Recreation, the designated sales representative for GameTime in Southern California. The design is based on best practices aimed at promoting physical fitness through outdoor play environments and creative playground learning activities. It incorporates multiple play activities with inclusive features with developmental benefits, such as an inclusive play deck, merry-go-round and sensory areas. It also incorporates shade structures, which residents commonly request. Additionally, this project will expand the playground's footprint, expanding the deck area of the play structure and adding the merry-go-round.

GameTime will complete the installation associated with this approval using a subcontractor. This arrangement is permitted under Section 2.28.120 of the Victorville Municipal Code based on the City’s participation in the OMNIA Partners cooperative purchasing agreement. OMNIA Partners competitively solicits local government contracts from world class suppliers, such as GameTime, to help streamline the purchasing process. GameTime offers discounted equipment to participants through this program, but is required to solicit three (3) quotes from certified installers within the region of the purchasing agency to ensure a competitive bid is received for the installation of the play equipment and compliance with state and local playground installation standards.

To ensure the lowest installation cost, GameTime solicited the following three (3) quotes (Attachment C) from their certified installers in the Southern California area:
4 6
1 1
Contractor Location Bid Amount
Western State Builders, Inc. Escondido, CA $114,275.00
Ortco Inc. Orange, CA $118,090.00
Evergreen Environment, Inc. Riverside, CA $134,773.88
The GameTime quote incorporates the installation cost based on the quote provided by Western State Builders, Inc., the lowest responsive quote received. After the order is placed with GameTime, manufacturing and delivery of the playground equipment is expected to take approximately four to six weeks, with installation scheduled following receipt of materials.

The installation scope includes removal of the existing playground equipment, site excavation, construction of a new concrete curb, installation of the playground equipment, installation of geotextile fabric, installation of benches, and associated site improvements necessary for the new playground system.

Replacing the playground equipment at Eagle Ranch Pocket Park will improve safety, accessibility, and recreational opportunities for residents who use the park.

Staff recommends that the City Council approve the purchase and installation of the playground equipment at Eagle Ranch Pocket Park from GameTime, through Great Western Recreation, utilizing the OMNIA Partners cooperative purchasing agreement.

Staff remains available for any questions the Council may have.
