Subject:

Award of a Consultant/Professional Services Provider Agreement for the Single Jurisdiction Local Hazard Mitigation Plan Update
Recommendation:

That the Honorable City Council:
(1) Adopt Resolution No. 26-024, approving a budget amendment for Fiscal Year 2025-26 budget to appropriate $164,325 in both revenue and expenditures related to the Hazard Mitigation Grant Program; and
(2) Award a Consultant/Professional Agreement to Michael Baker International, Inc. in the amount of $150,190 for a Single Jurisdiction Local Hazard Mitigation Plan Update, Project MS26-076.

Fiscal Impact:

The recommended action will result in a fiscal impact of $164,325. In January 2025, the City was awarded $164,325 in grant funding through FEMA’s Hazard Mitigation Grant Program (HMGP). The grant requires a 25% non-federal match commitment, estimated at $54,775, which is expected to be funded by staff wages associated with the project.

The table below provides a breakdown of the appropriations:

Mitigation Plan Update. The remaining funds will be expended on eligible project expenses.

Strategic Plan Goal:

This item aligns with Strategic Plan Goal A, Financial Stability. The receipt of grant funding increases revenues for the City and offsets the cost of the City's Local Hazard Mitigation Plan update. With an updated and approved Local Hazard Mitigation Plan, the City will be eligible for Hazard Mitigation assistance, when available. This item also aligns with Strategic Plan Goal B, Public Safety, by proactively identifying hazards, assessing risks to people and infrastructure, and developing targeted mitigation strategies to reduce disaster impacts. Updating the City’s Local Hazard Mitigation Plan strengthens preparedness, reduces vulnerabilities, and enhances the City’s ability to protect lives, property, and essential services.

Background:

Under the Federal Disaster Mitigation Act of 2000, the City of Victorville is required to prepare, adopt, and maintain a Local Hazard Mitigation Plan (LHMP) in order to remain eligible for federal hazard mitigation funding, including grant programs administered by the Federal Emergency Management Agency (FEMA) and the California Governor’s Office of Emergency Services (Cal OES). The City’s current FEMA-approved LHMP was adopted in December 2021 and is set to expire in March 2027. To ensure continued compliance with federal and state requirements, the City must complete a comprehensive update of the plan and obtain both Cal OES and FEMA approval prior to the expiration date.

LHMPs are developed prior to disasters to identify potential hazards that may impact the community. The LHMP serves as a critical planning document that identifies and assesses community risks from natural and human-caused hazards, including potential risk to people, property, and infrastructure, and establishes strategies to reduce long-term vulnerabilities. The LHMP also identifies policies, actions, and tools for long-term implementation to reduce risk and potential losses. Federal regulations require that the plan be updated every five years to reflect changes in the planning area including current FEMA guidance as well as applicable State requirements.

The City Council approved Resolution No. 24-086 on December 17, 2024, authorizing the City Manager to apply, and staff submitted a sub application to Cal OES for FEMA’s Hazard Mitigation Grant Program (HMGP) in late 2024. In January 2025, the City was notified that it had been awarded $164,325 in grant funding to update its single-jurisdiction LHMP with a required non-federal match commitment of $54,775 to support the update.

Discussion:

On December 16, 2025, the City issued a Request for Proposals (RFP) for consulting/professional services to complete the Single Jurisdiction Local Hazard Mitigation Plan update. A total of thirteen (13) proposals were received. A review committee consisting of three City representatives independently evaluated and scored the proposals based on the following criteria:
