Subject:

Award of a Construction Agreement with RMS Construction Services for the Installation of a Compressed Natural Gas Skid, Project JM26-028
Recommendation:

That the Honorable City Council award a construction contract to RMS Construction (RMS) in the amount of $130,522.00 for the installation of the Compressed Natural Gas (CNG) Skid at the McArt Road CNG Station, Project JM26-028.

Fiscal Impact:

Approval of this contract will have a fiscal impact of $130,522.00. Funds for this expenditure have been appropriated in the Fiscal Year 2025–2026 Capital Improvement Plan (CIP) Budget in the Alternative Fuels Fund 120. Sufficient funding is available in the following account:

Account Available Balance
1205302-55040-70736 $163,929.40
Strategic Plan Goal:

This item aligns with Strategic Goal E, Invest in Infrastructure, which focuses on creating a healthy and livable community by maintaining the City’s assets through infrastructure investment and innovations. Installing the new CNG Skid will ensure the continued reliable operation of the McArt Road CNG Station.

Background:

The City of Victorville owns and operates two CNG fueling stations located at:
• 16690 D Street
• 14201 McArt Road
4 6
0 2
These stations provide CNG fuel to City fleet vehicles, commercial customers, and members of the public. Each station operates using a compressor skid, which is a packaged unit consisting of a compressor, electric motor, cooling system, and control components. The skid compresses incoming natural gas from low inlet pressure to approximately 4,000 pounds per square inch (psi), allowing it to be dispensed as compressed natural gas fuel. The skid is the primary mechanical component of the station and is essential for continued operation.

On October 15, 2024, the City Council approved the procurement of a replacement CNG skid for the McArt Road CNG Station and awarded the purchase to Atlas Copco Compressors, LLC . That approval covered acquisition of the equipment only. Installation services were not included, as the manufacturer does not provide installation.

To complete the project and place the new skid into service, a separate construction contract is required for removal of the existing compressor unit, installation of the new skid, structural modifications, electrical connections, and permitting.

Discussion:

The McArt Road CNG station dispenses approximately twice the amount of fuel compared to the D Street CNG station. While the City has procured the replacement skid, installation is required before the new equipment can be placed into operation. Until installation and commissioning are complete, the station continues operating on aging equipment, increasing the risk of unplanned service disruptions. Timely completion of the installation phase is critical to maintaining uninterrupted fuel service to City fleet vehicles, commercial customers, and the public.

On August 21, 2025, in compliance with Victorville Municipal Code (VMC) §2.28.210, staff solicited bids for installation of the new CNG skid. The RFB was advertised in the San Bernardino Sun and Daily Press and posted on the City’s OpenGov eProcurement Portal and website. Mandatory job walks were conducted on September 3, 2025, and September 18, 2025, to allow prospective bidders to review site conditions and technical requirements.

Bid submittals were due on October 16, 2025, and the City received proposals from the following contractors:

Contractor Bid Amount
RMS Construction – Signal Hill, CA $130,522.00
ET Environmental California, Inc, - Atlanta, GA $472,386.00 The scope of work includes removal of the existing compressor skid; installation of the new buffer/booster regulator (BBR) unit; removal and replacement of the existing roof structure; installation of wall-mounted lighting; reconnection of the natural gas line; provision and connection of power from the existing “L” panel (277/480 volts); preparation of preliminary design plans for Engineering and Building Department approval; obtaining 4 6
0 2
all required permits; compliance with prevailing wage, DIR registration, and CARB regulations; and coordination with Atlas Copco during commissioning of the new skid.

Per VMC §2.28.100, the City Council has the authority to award a construction contract when the cost exceeds $125,000. After review of the bids, staff determined that RMS is the lowest responsive and responsible bidder. Their bid reflects a competitive and reasonable cost for the required scope of work and ensures compliance with all structural, mechanical, electrical, and regulatory requirements necessary to place the skid into service.

Accordingly, staff recommends awarding the installation contract for the McArt Road CNG Station Skid to RMS in an amount not to exceed $130,522.00.

Staff remains available for any questions the Council may have.
