Background:
On April 1, 2025, the City Council approved a construction contract with Contractor’s Connect in an amount not-to-exceed $287,500.00 for the Brentwood Beautification Project, Project No.
CC25-071.
The project was initiated to improve landscaping conditions within Landscape Maintenance Assessment District No. 3 (LMAD 3) in the Brentwood neighborhood. The project area is located across from Brentwood Elementary School and Brentwood Park, and serves as a commonly traveled walkway for students, families, and residents.
Funding for the project included Community Development Block Grant (CDBG) funds, and LMAD 3 funds, allowing the City to complete necessary beautification improvements while helping to alleviate long-standing funding challenges for maintaining landscaping within the district.
Discussion:
The Brentwood Beautification Project has been completed in accordance with the plans and specifications approved by the City Council. Improvements included removal of existing trees and installation of drought-tolerant landscaping, xeriscape elements, such as decorative rock and decomposed granite, irrigation system improvements, and the addition of community amenities including walkways and benches.
These improvements enhance the visual appearance of the area while promoting sustainability through water-efficient landscaping. The project also supports community safety and accessibility by improving a highly visible pedestrian corridor frequently used by families and students traveling to and from Brentwood Elementary School and Brentwood Park.
Final inspection of the project was completed on February 23, 2026, and staff have determined the work to be satisfactory. The final construction cost for the Brentwood Beautification Project was $277,800.00, which is within the approved contract amount of $287,500.00. In accordance with California Public Contract Code requirements, the City may now record a Notice of Completion. Once recorded, a thirty-five (35) day lien period will begin, after which the retained funds may be released to the contractor, provided no claims have been filed.
Staff recommends that the City Council accept the project as complete and approve the Notice of Completion for the Brentwood Beautification Project and authorize the City Manager to execute the Notice of Completion.
Staff is available to answer any questions the Council may have.
