Notice of Completion – Sunset Ridge Park Library Kiosk Installation Project PB22-093 Recommendation:
That the Honorable City Council:
(1) Accept as complete and approve the Notice of Completion for the Sunset Ridge Park Library Kiosk Installation Project (PB22-093); and (2) Authorize the City Manager to execute and file the Notice of Completion.
Fiscal Impact:
There is no fiscal impact associated with this action. Approval and recordation of the Notice of Completion will initiate the statutory lien period. Following expiration of the lien period and confirmation that no claims have been filed, the City may proceed with release of the Faithful Performance and Payment Bonds in accordance with the contract and applicable law.
Strategic Plan Goal:
This project supports the City of Victorville Strategic Plan Goal E – Invest in Infrastructure, by enhancing public access to library services through the installation of a remote library kiosk at Sunset Ridge Park. The project improves community access to resources and expands service delivery through investment in City facilities.
Background:
On October 4, 2022, the City of Victorville entered into a General Services Provider Agreement with EnvisionWare, Inc. to furnish, deliver, and install a remote library kiosk and canopy at Sunset Ridge Park in an amount not to exceed $221,585.41.
The project was implemented to expand library access to the west side of the City by providing a self-service library kiosk that integrates with the Victorville City Library system and allows residents to browse and check out materials remotely. 4 6

Discussion:
The City entered into a Professional Services Agreement with EnvisionWare, Inc. to furnish, deliver, and install a remote library kiosk and canopy at Sunset Ridge Park. The Project was completed on October 18, 2024, to the satisfaction of City staff and in accordance with the approved scope of work and contract requirements. Because the project was completed under a Professional Services Agreement, which did not require retainage as a percentage of the contract, a Notice of Completion was not filed at the time the work was complete.
Staff have since been advised that the contractor’s bond cannot be formally released without an executed Notice of Completion on record. To complete the administrative closeout of the project and release of contractor’s bond, staff is requesting City Council acceptance of the completed project and authorization for the City Manager to execute and record the Notice of Completion. Once executed by the City Manager following City Council approval, the Notice of Completion will initiate the statutory lien period and allow the City to proceed with the release of the Faithful Performance and Payment Bonds in accordance with the terms of the agreement and applicable law.
Staff is available to answer any questions the City Council may have.
