RESOLUTION NO. 26-024
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VICTORVILLE, CALIFORNIA, AMENDING THE ANNUAL
BUDGET FOR FISCAL YEAR 2025 -26 TO INCREASE
REVENUES AND EXPENDITURES FOR THE HAZARD
MITIGATION GRANT PROGRAM (HMGP)
WHEREAS, the Federal Emergency Management Agency (FEMA), through the California Governor’s Office of Emergency Services (Cal OES), administers the Hazard Mitigation Grant Program (HMGP) to provide funding opportunities to provide support for communities to implement mitigation activities to reduce the risk of loss of life and property from future natural disasters; and
WHEREAS, the City of Victorville’s Local Hazard Mitigation Plan is set to expire in March of 2027, and therefore the City identified a need to apply for the HMGP; and
WHEREAS, the Victorville City Council previously adopted Resolution No. 24 -086 on December 17, 2024, authorizing the City Manager to apply for, execute the funding agreement for, and accept funds for the HMGP; and
WHEREAS, the City was notified by Cal OES in January 2025 that grant funds have been awarded to the City of Victorville for the update of its Local Hazard Mitigation Plan; and
WHEREAS, the City Manager of the City of Victorville did heretofore submit to the City Council an estimate of the expenditures and revenues of the City departments and offices, together with a proposed budget for the fiscal year 2025-26; and
WHEREAS, copies of said budget were prepared and distributed to the City Council, approved by the City Council prior to June 30, 2025, and have been available for the inspection by the public in the office of the City Clerk of the City of Victorville; and
WHEREAS, after preparation of the budget, a need to amend the budget is being recommended to the Council for approval of the addition of the Hazard Mitigation Grant Program funds; and
WHEREAS, the City Manager or his designee will provide all necessary justification for the budget amendment in the associated City Council agenda report for this resolution.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF VICTORVILLE, DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
Section 1. That the annual budget for the fiscal year 2025-26 for the City of Victorville be hereby amended to reflect additional revenue and appropriations for the Hazard Mitigation Grant Program in the following amounts:

Section 2. That copies of such amended budget, certified by the City Clerk, shall be filed with the auditors of the City of Victorville and in the office of the City Clerk for public inspection and certified copies thereof shall be made available to use by City departments, offices and subsidiary districts of the City.
Section 3. This Resolution shall take effect immediately upon its adoption.
