Subject:
Reduction of Securities associated with an industrial project located at 19100 Gateway Drive
Recommendation:
That the Honorable City Council:
(1) Approve the 80-percent release of the Faithful Performance Security; and (2) Accept the completed water, sewer, drainage, and street improvements.
Fiscal Impact:
There is no fiscal impact as a result of this action.
Strategic Plan Goal:
This item aligns with “Goal E Invest in Infrastructure” in the City of Victorville Strategic Plan 2023-2026. Although this is not a Capital Improvement Project, the City applies the same strategy to private development projects as they are essential in meeting the community’s needs.
Background:
On March 7, 2024, Prologis (developer) received the final development approvals from the City for a 1.3 million square-foot industrial warehouse located at the Southern California Logistics Airport (SCLA) on Lot 45, just north of the Amazon Fulfillment Center.
As a condition of project approval, the City required the developer to design and construct Gateway Drive, a master-planned roadway identified in the SCLA Specific Plan Circulation Element in addition to the required water, sewer, and drainage improvements.
Gateway Drive was extended from the existing interim cul-de-sac at the Amazon Fulfillment Center (Lot 43) to the northerly City limit at Navigation Road. In addition, the developer was also required to design and construct Commerce Avenue and Navigation Road along the southerly and northerly property lines.

On December 17, 2024, the City Council approved a Development Impact Fee (DIF) Credit Agreement against Roadway Fees by and between the City of Victorville and the developer. The developer provided improvement bonds as security to the DIF Credit Agreement (Attachment C).
Discussion:
The developer has made significant progress on the construction of all the required public improvements, and they have been completed to the satisfaction of the City. Therefore, staff recommends that the City Council approve an 80-percent reduction of the Faithful Performance Securities in accordance with Victorville Municipal Code (VMC) Section
17.64.070(1), as well as accept the recently completed water, sewer, drainage, and street improvements. The remaining 20-percent of the Faithful Performance Securities will be held for the one-year warranty period, in accordance with Victorville Municipal Code (VMC) Section 17.64.070(4).
Staff is available to answer any questions Council may have.
