Subject:

Edward Byrne Memorial Justice Assistance Grant
Recommendation:

That the Honorable City Council adopt Resolution No. 26-019 and No. 26-020, thereby:
(1) Accepting grant funds from the Department of Justice’s Edward Byrne Memorial Justice Assistance Grant (JAG) program for 2023;
(2) Authorizing the City Manager, or his designee, to finalize all documents needed to execute the grant contract; and
(3) Amending the annual budget for fiscal year 2025-2026 to reflect an additional appropriation in the amount of $75,351.

Fiscal Impact:

The recommended action will result in an increase in both revenues and expenditures of $75,351 in the City’s budget for fiscal year 2025-2026. The table below provides a breakdown of the appropriations.

Account Code Description Amount
2752109-43120-20250 2023 JAG Grant – Revenue $75,351
2752109-52300-20250 2023 JAG Grant – Expenditure $75,351 Strategic Plan Goal:

This item aligns with Strategic Goal B, Public Safety, which focuses on implementing public safety strategies to support a thriving and growing community. This is in accordance with Strategy 7, by seeking funding to invest in efficient and effective police operations.

Background:

The Edward Byrne Memorial JAG Program is the leading source of federal justice funding to state and local jurisdictions. The JAG Program provides states, tribes, and local 4 6

governments with critical funding necessary to support a range of program areas, including law enforcement, prosecution, courts, crime prevention, and technology improvements related to law enforcement.

On September 6, 2022, the City Council approved to accept funds for the JAG Program for 2018, 2019, 2020, and 2021. Included in that report were details on how the funds would be expended. Later, on January 17, 2023, the City Council approved to accept funds for the 2022 JAG Program. Due to the delay in receiving these funds, this item is being presented to Council to accept the JAG Program awards for 2023. Once funds are accepted, they will be utilized to assist deputies in preventing and responding to crime in our community.

Discussion:

The acceptance of grant funding for 2023 will provide $75,351 to fund overtime worked by deputies and necessary support personnel for the purpose of working special enforcement programs. This funding will allow the Police Department to develop special enforcement programs utilizing the Multiple Enforcement Team (MET) and the Gang Unit to curtail the number of crimes and gang activity occurring in parks and other high crime areas. JAG funds will also aid with overtime worked by personnel for DUI checkpoints and traffic enforcement. These efforts support the City’s goals of creating and maintaining a city that people feel safe residing, shopping, and doing business in.

Staff recommends that the Honorable City Council adopt Resolution No. 26-019 and No. 26-020, accepting the JAG funding for 2023, authorizing the City Manager or his designee to finalize all grant documents, and amending the 2025-2025 annual budget to reflect an additional appropriation of $75,351.

Staff remains available for any questions or comments you may have.
