Background:
The HSGP plays an important role in the implementation of the National Preparedness System (NPS) by supporting the building, sustainment, and delivery of core capabilities essential to achieving the National Preparedness Goal (NPG) of a secure and resilient nation. Delivering core capabilities requires the combined effort of the whole community, rather than the exclusive effort of any single organization or level of government. The 2023 HSGP’s allowable costs support efforts to build and sustain core capabilities across the Prevention, Protection, Mitigation, Response, and Recovery mission areas, including building and sustaining law enforcement terrorism prevention capabilities and maturation and the enhancement of state and major urban area fusion centers.
Discussion:
Law Enforcement as an occupation has seen a significant uptrend in the number of calls necessitating a response of a dynamic capacity. Several areas have seen the need for a substantial law enforcement response due to active shooters and other critical incidents.
The priority is for law enforcement to prepare to enter these scenarios, while staying safe.
Purchasing ballistic shields for use during these critical incidents ensures our deputies’ protection. Ballistic shields provide protection and can be used in domestic violence calls, active shooters, high risk traffic stops, vehicle ambushes, room clearing, hostage rescue, and other critical incidents. Victorville has several vulnerable locations which could be affected by a significant critical incident. Some of the City’s vulnerabilities include the Mall of Victor Valley, Southern California Logistics Airport, City Hall, County Court House, several elementary, middle, and high schools, and Victor Valley College. These locations require large-scale responses and detailed searches to ensure the sites are safe and eliminate credible threats.
Utilizing HSGP funding, staff will purchase three (3) 20”x30” training shields and three (3) 20”x30” VS Level III ballistic shields totaling $31,378.73 from Black Box Safety. Pursuant to Victorville Municipal Code Section 2.28.090(a)(1), staff solicited three quotations and received the following:
Vendor: Quoted Amount:
Black Box Safety $31,378.73
Galls $31,428.63
San Diego Police Equipment Co. Inc. $38,882.48
Black Box Safety was determined to be the best value bidder, as they had the lowest quote for the selected products.
Therefore, staff requests that the Honorable City Council adopt Resolution No. 26-022 accepting grant funds for the 2023 HSGP, adopt Resolution No. 26-023 amending the annual budget, and authorizing the purchase of Ballistic Shields from Black Box Safety in the amount not to exceed $31,378.73.
Staff remains available for any questions or comments you may have. 4 6
