Subject:

Purchase of a Skid Steer Caterpillar PC306 Cold Planer with Water Tank Attachment Recommendation:

That the Southern California Logistics Airport Authority (“SCLAA”) Board of Directors approve the purchase of a Caterpillar PC306 Cold Planer with Water Tank (“Cold Planer”).

Fiscal Impact:

This action will result in the expenditure of $25,721.17 from budgeted Airport Capital Equipment fund 4500125-55045-95155. The Caterpillar PC306 Cold Planer with Water Tank is priced less than the budgeted amount. The budget for this equipment is as follows:

Fund Current Budget
4500125-55045-95155 $38,444.91
Strategic Plan Goal:

Goal E - Invest in Infrastructure by maintaining airfield pavement. This attachment will allow Airport staff to efficiently maintain the asphalt throughout the airport.

Background:

In January of 2026, in consultation with the Fleet Department, Airport staff purchased a 2025 Caterpillar model 262D3 Skid Steer loader to replace an aging 1990 Bobcat 743 Skid Steer which was plagued by hydraulic leaks and emissions compliance restrictions.

The 1990 Bobcat had limited attachment options making it unsuitable for some tasks. The new 2025 Skid Steer has greatly increased power and functionality and includes multiple attachment options to increase the usefulness of this equipment. 4 2

Discussion:

One such option, a cold planer, is a skid-steer attachment that uses hydraulic pressure to spin grinding wheels for efficiently milling asphalt. Currently, staff must manually saw cut and jackhammer existing pavement, which is not only time consuming but also physically demanding and less precise, whereas a cold planer streamlines asphalt removal by quickly and evenly grinding away damaged sections, allowing for smoother, more accurate repairs.

To facilitate the procurement of this much needed attachment, the purchase of a Cold Planer is proposed through Quinn Cat, of Riverside California. Quinn Cat participates in the Sourcewell program and submitted a quote for the requested Cold Planer. The Sourcewell contract discount of roughly 18% is applied to the quote, resulting in significant savings. Per Municipal Code §2.28.120 “Purchases of supplies and equipment through cooperative purchasing arrangements” allows for the procurement of equipment directly from vendors engaged in an approved cooperative agreement program without further solicitation.

The requested expenditure of $25,721.17 is within the City Manager’s authority to approve. However, the initial purchase of the 2025 Caterpillar model 262D3 Skid Steer loader and other attachments from Quinn Cat was for an amount of $124,900.36. The aggregate value of the skid steer combined with the Cold Planer exceeds his authority, therefore this purchase requires the approval of the SCLAA Board of Directors.

Staff has carefully reviewed the quote from Quinn Cat and determined that the proposed Cold Planer meets the requirements of the Airport. Therefore, staff is requesting the Southern California Logistics Airport Authority Board of Directors approve the purchase of a Caterpillar PC306 Cold Planer with Water Tank in the amount totaling $25,721.17, from Quinn Cat.

Staff remains available for any questions or comments you may have.
