Meeting of: April 21, 2026
Submitted By:
Donna Meester, Community Services Director
Subject:
Rejection of Proposals – Civil Engineering Services for New Park Restrooms (Various Parks), Project CC26-046
Recommendation:
That the Honorable City Council:
(1) Reject all proposals received for Civil Engineering Services for New Park Restrooms (Various Parks), Project CC26-046; and
(2) Authorize staff to reevaluate the project scope and procurement approach prior to issuing a new solicitation for civil engineering services.
Fiscal Impact:
There is no fiscal impact associated with rejecting the proposals.
The proposals received exceeded the budget available for the project. Staff will reevaluate the project scope and available funding prior to issuing a new solicitation.
Strategic Plan Goal:
Goal E – Invest in Infrastructure: This action supports the City’s commitment to maintaining and improving park infrastructure by ensuring that engineering services are procured in a fiscally responsible manner that aligns with project needs and available funding.
Background:
The City of Victorville has identified the need to install pre-engineered restroom facilities at multiple park locations, including Eagle Ranch Park, Schmidt Park, and Green Tree Golf Course (Holes 5 & 14), to enhance park amenities and improve service levels for residents and visitors.

To support this effort, the City initiated a Request for Proposals (RFP) process to procure professional civil engineering services necessary for site evaluation, design coordination, and preparation of construction-ready documents associated with the restroom installations.
Discussion:
On September 2, 2025, the City released a Request for Proposals (RFP) for Civil Engineering Services for New Park Restrooms (Various Parks), Project CC26-046.
Two proposals were received by the submission deadline of October 2, 2025, from the following firms:
Michael Baker International
Engineering Resources of Southern California, Inc.
Following staff review and evaluation of the proposals, it was determined that both proposals exceeded the budget available for the project.
As a result, proceeding with the current proposals is not financially feasible. Staff is recommending rejection of all proposals at this time in order to reassess the project scope, refine cost expectations, and improve competitiveness prior to issuing a new solicitation.
This approach will allow the City to better align the project with available funding and pursue a more cost-effective solution. Rejecting all proposals is in the best interest of the City and supports responsible use of public funds.
Therefore, staff recommends that the Honorable City Council reject all proposals received for Civil Engineering Services for New Park Restrooms, Project CC26-046 and authorize staff to reevaluate the project scope and procurement approach prior to issuing a new solicitation for civil engineering services.
Staff remains available for any questions or comments you may have.
