CalRecycle City/County Payment Program Beverage Container Recycling Grant Acceptance - Fiscal Year 2025-26
Recommendation:

That the Honorable City Council adopt Resolution No. 26-021 authorizing acceptance of the California Department of Resources Recycling and Recovery (CalRecycle) City/County Payment Program Beverage Container Recycling Grant for Fiscal Year (FY) 2025-26 and amending the FY 2025-26 budget.

Fiscal Impact:

Amending the City of Victorville FY 2025-26 budget to reflect receipt of the CalRecycle FY 2025-26 City/County Payment Program Grant will increase revenues by $35,029 (2704052-43110-21389) and will increase expense appropriations by an equal amount in the following accounts:
2704052-52110-21389 - $12,000 for Supplies
2704052-52140-21389 - $3,000 for Training and Education 2704052-52170-21389 - $10,029 for Advertising
2704052-52300-21389 - $10,000 for Contract Services
There is no requirement for the City to provide matching funds. Funds are tracked through City budget Org 2704052 (Department of Conservation Grants) and Project 21389 (Cycle 2025-26).

Strategic Plan Goal:

This item aligns with Goal F of the Strategic Plan, Communication and Outreach. These funds will be used to educate our community concerning California Redemption Value (CRV) beverage container recycling and curbside recycling programs via radio and bus shelter advertisements, bill inserts, and through elementary school assemblies. 4 6

Background:

Grant funding is available pursuant to California Public Resourced Code Section 14581(a)(3)(A) of the California Beverage Container and Litter Reduction Act, which provides for distribution of $10.5 million annually to eligible cities and counties. Funding is provided to local jurisdictions in advance of expenditures to assist in the promotion of beverage container recycling (including curbside recycling) and litter reduction. The City has applied for and received this grant annually since 2000, with the award amounts ranging from approximately $20,000 to $36,000 per year.

On October 3, 2023, the City Council adopted Resolution No. 23-080 which authorized the submittal of applications for all payment programs offered by CalRecycle and authorized the City Manager or his designee as the signature authority to execute all documents necessary to implement and secure payment. This authorization was utilized to submit the grant application on October 10, 2025. A check in the amount of $35,029 was received from CalRecycle on March 17, 2026. Grant funds for the CalRecycle City/County Payment Program Beverage Container Recycling Grant for FY 2025-26 must be fully expended by January 5, 2028.

Discussion:

The City will use the CalRecycle City/County Payment Program Beverage Container Recycling Grant funds to purchase recycling containers to distribute to multi-family complexes, businesses, schools, and other organizations for CRV recycling. Funds will also be used to pay for recycling assembly programs at elementary schools and to advertise CRV recycling opportunities via radio ads, digital ads, and City monthly billing inserts. The City will also purchase water bottle refill stations to install at City Hall, reinforcing its commitment to waste reduction while encouraging employees and visitors to reduce reliance on single-use plastics.

This grant is a major source of funding for advertising and promoting the City's recycling program, and the funding is used to supplement other resources available under the Solid Waste and Landfill Mitigation budgets. The expenditure plan calls for $12,000 for supplies; $3,000 for training; $10,029 for advertising; and $10,000 for contract services which includes school assembly programs.

Staff remains available for any questions the Council may have.
