5 6
This project aligns with “Goal E Invest in Infrastructure” in the City of Victorville Strategic Plan 2023-2026 by increasing vehicular and pedestrian safety with the signal modification improvements to the 7th Street Signals at Lorene Drive, Victor Street, Mojave Drive, Forest Avenue and B Street; and the installation of the new traffic signal at Village Drive and Puesta Del Sol Drive.
Background:
On March 19, 2024, the City Council awarded a construction contract to Elecnor Belco Electric, Inc., in the amount of $3,996,873. The contract was awarded for infrastructure improvements which included modification of five (5) existing traffic signals along Seventh Street and construction of a new traffic signal at the intersection of Village Drive and Puesta Del Sol Drive.
Discussion:
The project was completed at a final contract price of $3,622,653.90, approximately 9% below the original contract amount. The final inspection occurred on October 12, 2025 when the project was substantially completed. The one-year warranty on the improvements began the date the work was accepted as substantially complete. Per California Public Contract Code §7107(c), within 60 days after the recordation of the Notice of Completion, the City can release the final retention monies withheld on this project, provided there are no claims or unreleased liens against the contract.
Staff recommends that the City Council accept as complete and approve the Notice of Completion for the Seventh Street Traffic Signal Modifications and Village Drive at Puesta Del Sol Drive Traffic Signal and authorize the City Manager to execute the Notice of Completion.
Staff is available for any questions Council may have.
