Recommendation:

That the Honorable City Council:
(1) Approve Final Tract Map No. 20321;
(2) Approve the execution of a Subdivision Improvement Agreement between the subdivider, Jose M. Arreola, and the City; and
(3) Approve the execution of a Lien Agreement as security for the public improvements from the subdivider.

Fiscal Impact:

There is no fiscal impact associated with this item.

Strategic Plan Goal:

This item aligns with “Goal E invest in Infrastructure” in the City of Victorville Strategic Plan 2023-2026. Although this is not a Capital Improvement Project, the City applies the same strategy to private development projects as they are essential in meeting the community’s needs.

Background:

In accordance with Victorville Municipal Code (VMC) ) §17.32.010, a final tract map is required to subdivide five or more parcels of land for a residential subdivision. The subdivider is also required to install public improvements in accordance with VMC §17.64.010. These improvements include, but are not limited to, grading, drainage, streets, street lighting, road signs and markings, sewer, water, and landscaping along master-planned roads, as well as any other improvements deemed necessary. All submitted plans must be prepared by a registered civil engineer and submitted to the Engineering Department for review and approval, as this review ensures compliance with City standards and that conditions of approval placed on the subdivision are met. 4 6

A Subdivision Improvement Agreement (SIA), along with improvement security to guarantee the completion of the required public improvements, is also required in accordance with VMC §17.64.050 and §17.64.060. An engineer’s cost estimate of the proposed improvements must be submitted to the Engineering Department for review and approval as this document is used to determine the amount of improvement security required.

Discussion:

The Subdivider (Jose M. Arreola) has now requested the approval of Tract Map No. 20321. The subdivision provides a total of 18 residential lots within the said tract, (Attachment A) Vicinity Map and (Attachment B) the Final Tract Map.

The conditions of approval have been satisfied, and all documents have been received by the City that are required to approve the final tract map. These documents include:
1) Final Tract Map (Attachment B)
2) Approved Improvement Plans (on file with the Engineering Department) 3) Approved Engineer’s Cost Estimate (on file with the Engineering Department) 4) Subdivision Improvement Agreement (Attachment C)
5) Lien Agreement (Attachment D)
Staff recommends that the Honorable City Council approve Final Tract Map No. 20321 and approve the execution of a Subdivision Improvement Agreement between the subdivider and the City for Final Tract Map No. 20321, and approve the execution of a lien agreement as security between the subdivider and the City for the public improvements associated with the tract.

Staff is available for any questions Council may have.
