The Toro Greensmaster 3400 TriFlex mower currently in service, a 2012 model, is approximately 14 years old and is used for precision mowing of golf course greens to maintain consistent turf quality and playability. The unit has become unreliable due to excessive wear on critical components, increased maintenance and repair costs, and is no longer compliant with current emissions standards. These issues have resulted in increased downtime and inefficiencies in turf maintenance.
Similarly, the existing sprayer, a 2003 Jacobsen Turf Truckster, is used for the application of fertilizers, herbicides, and other treatments necessary for proper turf management. The unit has reached the end of its service life and requires frequent repairs due to multiple mechanical issues, including engine fluid leaks and discontinued parts, making maintenance increasingly difficult and costly.
Both units have been evaluated and identified as being in poor condition, requiring priority replacement to avoid continued operational disruptions. Their declining reliability has resulted in increased downtime, higher maintenance costs, and reduced efficiency in maintaining City facilities. To sustain service levels and ensure high-quality turf management, staff has determined that replacement of both units is necessary.
Discussion:
Staff is requesting City Council approval to purchase two replacement pieces of turf maintenance equipment: the Toro Greensmaster 3400 TriFlex Hydraulic Diesel mower and the Toro Multi Pro 1750 sprayer. While each individual purchase is within the City Manager’s signing authority, the combined purchases will cause the vendor’s cumulative total to exceed the $125,000 threshold. Therefore, City Council approval is required. Both pieces of equipment are critical for maintaining City parks and the municipal golf course.
The existing units have reached the end of their useful life and have become increasingly unreliable, resulting in higher maintenance costs, reduced efficiency, and potential service disruptions. The proposed replacements will provide improved precision, enhanced operational efficiency, and increased reliability. The mower will ensure consistent, high-quality turf cutting, while the sprayer will improve application accuracy and overall turf management practices. Staff obtained quotes from Turf Star under a standardization request. The City has standardized this equipment in accordance with Victorville Municipal Code Section 2.28.090(b), due to compatibility with existing fleet, staff familiarity, availability of parts, and service support.
Therefore, staff recommends that the Honorable City Council approve the purchase of a Toro Greensmaster 3400 TriFlex Hydraulic Diesel mower and a Toro Multi Pro 1750 sprayer in the amount of $126,928.77.
Staff remains available for any questions the Council may have.
