Subject:
Reduction of Securities for Tract Map No. 20274
Recommendation:
That the Honorable City Council approve the full release of the Water, Drainage, and Sewer Labor and Material Securities for Tract Map No. 20274.
Fiscal Impact:
There is no fiscal impact resulting from this action.
Strategic Plan Goal:
This item aligns with Goal E: “Invest in Infrastructure” in the City of Victorville Strategic Plan 2023-2026. Although this is not a Capital Improvement Project, the City applies the same strategy to private development projects as they are essential in meeting the community’s needs.
Background:
Tract No. 20274 (referred to as Tract 20274) is a 168-lot single family residential subdivision located north of Eucalyptus Road, east of Amethyst Road, south of Sycamore Street, and west of Amargosa Road. On September 15, 2020, the developer KB Home Greater Los Angeles, Inc. (KB Homes), entered into a Subdivision Improvement Agreement (SIA). The conditions of approval for the tract required the developer to complete several infrastructure components, including water, drainage, sewer, street, Landscaping Maintenance Assessment District (LMAD), and monumentation improvements. The developer has made significant progress in the development of the tract and at the regularly scheduled City Council meeting held on November 18, 2025, City Council approved and accepted the water, drainage, and sewer public improvements.

Discussion:
Per Victorville Municipal Code Section 17.64.070(3), the Labor and Materials Securities were held for a six-month period to allow subcontractors that have furnished labor, materials, or equipment, to file a claim for payment. Because the improvements were accepted by the City Council at its November 18, 2025 regular City Council meeting, and no claims have been filed during the required holding period, staff recommends the full release of the Water, Drainage and Sewer Public Improvement Labor and Materials Securities.
Staff is available for any questions Council may have.
