Measure P Oversight Committee Membership
Recommendation:
That the Honorable City Council reaffirms the following members to the Measure P Oversight Committee, extending their appointment for an additional four years:
• Cynthia Coello, Resident Member of Local Major Retail Industry • Joel Counts, Resident Member of Clergy
• Vince Onken, Resident Member of Non-Profit Social Services Provider Fiscal Impact:
There is no fiscal impact associated with this item.
Strategic Plan Goal:
This item aligns with Goal A, Financial Sustainability, which focuses on fostering fiscal health through disciplined long-term planning, cost control and increased revenues. The Measure P Oversight Committee serves an important role in approving and submit ting the annual Transmittal Letter to the City Council, confirming that revenues and expenditures of Measure P funds have complied with the intent of Measure P and reviewing the previous year’s audit.
Background:
On October 6, 2020, the City Council approved Resolution 20 -083, establishing a Measure P Oversight Committee (MPOC) for the City's one percent (1%) General Transaction and Use Tax (Measure P). The purpose of establishing the MPOC was to ensure that the revenues and expenditures of Measure P funds complied with the intent of Measure P. In accordance with the bylaws of the MPOC, four members of the Committee were appointed to serve an initial 4 -year term, and three members were appointed to serve an initial 2-year term, with a random draw to determine which positions served the initial 4-year and 2-year terms.
Following the adoption of this resolution, the City started accepting applications for the MPOC. The application was available on the City website, along with the qualifications, term, roles and responsibilities, appointment process and bylaws. All applica tions were then reviewed by the Selection Committee consisting of the Mayor, Mayor Pro Tem, and City Manager.
On April 6, 2021, the City Council appointed the first set of members to the Committee, later appointing more members to the Committee in May 2022. On October 3, 2023, the City Council appointed additional members to the MPOC for two-year terms, finally filling remaining vacancies and establishing full Committee membership. Members were appointed in the following categories:
• Cynthia Coello, Resident Member of Local Major Retail Industry • Joel Counts, Resident Member of Clergy
• Vince Onken, Resident Member of Non-Profit Social Services Provider On April 1, 2025, due to expiring initial terms, the City Council reaffirmed the appointments of the following members, extending their terms by an additional four years:
• Michael Krause, Resident Member of Education
• Mark Creffield, Resident Member of Local Chamber of Commerce • Margaret Cooker, Resident Member of the Senior Community • Jeremy Taylor, Resident Member of Youth/Recreation
Shortly thereafter, Michael Krause was removed from the Committee. His vacancy was later filled by Dr. Michael Arteaga, Resident Member of Education, on May 20, 2025.
Due to the original two -year term lengths, the members appointed on October 3, 2023, must be reaffirmed by the City Council prior to the next Measure P Oversight Committee meeting in May 2026.
Discussion:
During previous recruitments, there has been limited qualified interest from the community in applying for the MPOC. On March 21, 2023, the City Council adopted Resolution No. 23- 017, amending the MPOC bylaws, removing the requirement that a Committee member serve in a current leadership role. This amendment was designed to promote a full Committee membership and participation at future meetings. As established through Resolution 23 -017, the MPOC shall consist of seven (7) members selected from each of the following categories:
• Resident Member of Local Major Retail Industry
• Resident Member of Local Chamber of Commerce, who is a member of the small business owner community
• Resident Member of Youth/Recreation
• Resident Member of Clergy
• Resident Member of Non-Profit Social Services Provider • Resident Member of Education
• Resident Member of the Senior Community
Thus far, the MPOC has held a quorum at all their meetings and has approved and submitted Transmittal Letters to the City Council approving the allocation of Measure P funds through fiscal year 2025-26. With these members having reached the end of their term, staff is now recommending that the Honorable City Council reaffirm the following members to the Measure P Oversight Committee:
• Cynthia Coello, Resident Member of Local Major Retail Industry • Joel Counts, Resident Member of Clergy
• Vince Onken, Resident Member of Non-Profit Social Services Provider Should the City Council reaffirm these members to the MPOC, all reaffirmed members will serve an additional term of four years. If the City Council chooses not to reaffirm these members, staff will initiate the recruitment process to fill the vacancies in the MPOC. Staff will advertise the vacancies and application on all the City's social media sites, post it on the City of Victorville's website, and advertise in the City's digital newsletter, the Victorville Connect. All applications will then be reviewed by the Selection Committee, and a subsequent agenda item will be presented to the City Council to appoint the new members of the Measure P Oversight Committee.
Staff remains available for any questions or comments the Council may have.

Subject:
Letter of Support – CONFIRE Grant Application for Safe Streets and Roads for All Recommendation:
That Your Honorable City Council authorize the Mayor to sign a letter of support for CONFIRE’s grant application for Safe Streets and Roads for All.
Fiscal Impact:
There is no fiscal impact associated with this item.
Background:
The Infrastructure Investment and Jobs Act established the Safe Streets and Roads for All (SS4A) competitive grant program which funds regional, local, and tribal initiat ives through grants to prevent roadway fatal ities and serious injuries. The SS4A program supports the U.S. Department of Transportation’s National Roadway Safety Strategy with the goal of zero roadway deaths using a Safe System Approach that works to address and mitigate the risks inherent in our complex transportation system.
Discussion:
On May 1, 2026, CONFIRE requested that the City issue a letter of support for their SS4A grant application. CONFIRE’s proposal would further integrate the Triage E mergency Communications Nurse System (Triage ECNS) program into the emergency communications system, directly supporting SS4A’s goal of reducing roadway fatalities and serious injuries. The system prioritizes dispatch for severe crashes, reduces delays in care for critically injured individuals, and strengthens post-crash response coordination.
At the same time, Triage ECNS redirects non -emergency callers to appropriate care, reducing unnecessary ambulance transport and preserving EMS availability for critical incidents. Therefore, CONFIRE has respectfully requested the Council support of the SS4A grant application.
Staff remains available for any questions you might have.
