Strategic Plan Goal:
This item aligns with “Goal E: Invest in Infrastructure” in the City of Victorville Strategic Plan 2023–2026. The installation of concrete masonry unit (CMU) walls topped with 4- foot anti-climb wrought iron fencing, along with automated gates, will enhance security at the District’s well sites. These improvements will help protect critical City infrastructure while also improving the overall appearance and aesthetics of the facilities.
Background:
The 2021 Water Master Plan (WMP) evaluated the current and future water system needs of the Victorville Water District. One of the recommendations identified in the WMP was the implementation of security upgrades at the District’s well and reservoir sites.
As part of these security enhancements, existing chain-link fencing at well sites is being replaced with concrete masonry unit (CMU) block walls and automated gates. Four-foot- high outward-curved wrought iron spikes will be installed on top of the block walls and automated iron gates to deter unauthorized climbing and site access. Similar wall and fence improvements have already been successfully completed at several District well sites, and the District is continuing implementation based on priorities established by staff.
The current locations included as part of this contract are Well Sites 128, 131, and 201.
These locations were identified in the WMP 10-year Capital Improvement Plan and incorporated into the 2021 Water Rate Study. The District plans to continue upgrading the remaining well and reservoir sites over the next 10 to 20 years.
Discussion:
The WMP recommends implementing security upgrades at the City’s well and reservoir sites, as budget permits over the next 10 to 20 years. As noted in the background, existing chain-link fencing and gates are being replaced with 6-foot-tall CMU block walls and automated iron gates, topped with 4-foot-high anti-climb wrought iron spikes.
For bidding purposes, the three project sites were combined into a single project (Project No. MS26-109) the Location Map (Attachment A).
This project was solicited using formal bidding procedures in accordance with Victorville Municipal Code Section 2.28.200 and the California Public Contract Code. On March 27, 2026, the Request for Bids was released on the Opengov Procurement Portal. On April 28, 2026, eight (8) formal bids were received. The three lowest bids are as follows:
Bidder Bid Amount
KNC Construction, Inc. $709,008
SDC Engineering, Inc. $813,943.82
Deark E&C, Inc. $862,408
Each bid was reviewed by Purchasing and Engineering Staff, who determined KNC Construction, Inc. to be the lowest responsive and responsible bidder based on its bid amount of $709,008, which was the lowest bid received.

Compliance with the California Environmental Quality Act (CEQA) is required prior to construction of capital improvement projects. A Notice of Exemption (Attachment B) has been prepared describing the project activities and determining that the project is categorically exempt under CEQA Guidelines Section 15301(b), as the project consists of minor alterations to existing publicly owned facilities.
Staff recommends that the Honorable Board of Directors approve the Notice of Exemption and award the Construction Agreement (Attachment C) between the Victorville Water District and KNC Construction, Inc. for the construction and installation of Block Walls and Gates at Well Site 128, 131, and 201.
Staff is available to answer any questions the Board may have.
