Fiscal Impact:

This amendment will increase the total compensation by $168,000. There are sufficient funds in the Fiscal Year 2025/2026 budget to cover the planned expenses and as part of the Fiscal Year 2026/2027 budget, as this contract is a five-year contract, expiring on June 30, 2027. An additional appropriation is not required. The budget account number, account description, and amount available are shown below:

Budget Account Number Account Description Amount Available 4104500 – 52300 Wtr Eng – Contract Svcs $285,631.93
Strategic Plan Goal:

This item aligns with Goal E, Invest in Infrastructure, in the City of Victorville Strategic Plan 2023-2026. The services provided by Water Systems Consulting, Inc. helps identify infrastructure needs early, improve capital planning efforts, and support regulatory compliance. In addition, the water feasibility studies will assist the City in determining whether the existing water system can reliably support future growth, and, if not, what infrastructure investments are necessary, when they will be needed, and the associated costs.

Background:

On June 18, 2019, the Board approved a Consultant/Professional Services Provider Agreement with Water Systems Consulting, Inc. (WSC) to provide on-call water engineering services. These services included water feasibility studies, water supply assessments, and general water planning support. WSC has been performing these services annually since 2019, with amendments being needed when additional water feasibility studies are required due to additional development or updates to the hydraulic model is required.

On December 8, 2023, Amendment No. 1 was issued on the original agreement to increase the not-to-exceed amount to $486,610. This amendment expanded to include additional water feasibility studies and miscellaneous engineering services.

Amendment No. 2 proposes an additional increase of $168,000, bringing the total contract amount to $654,610 over the five-year term. The contract term remains unchanged.

Discussion:

City staff received a proposal from WSC to complete remaining on-call water engineering tasks and to provide additional support for major regional infrastructure projects requiring water utility coordination. The proposed tasks and associated costs are shown in Attachment A and summarized below:
Prepare Water Feasibility Studies – $31,000
Prepare Water Supply Assessment Reports – $33,000
Maintain and run the District’s water model – $5,000
Highway 395 Utility Coordination – $65,000
Brightline Utility Coordination – $5,000
New Pressure Zone Cost Estimate – $4,000
2026 Annual Water Supply and Demand Assessment – $5,000 2026 Annual Water Use Report Support – $10,000
Other as-needed engineering duties – $10,000
The two largest new efforts under this amendment are the Highway 395 Water Main Relocation review and the Brightline Interstate 15 Utility Coordination, both of which require substantial engineering review, plan check, and coordination with outside agencies.

Engineering staff reviewed the proposal and found the scope and fee to be appropriate.

Of the $168,000 requested, approximately $65,000 for the Highway 395 plan review will be fully reimbursed by the San Bernardino County Transportation Authority (SBCTA) under the utility relocation agreements that were approved by the Board at the July 15, 2025 Board Meeting.

Staff recommends that the Honorable Board of Directors approve the Consultant/Professional Services Provider Agreement with Water Systems Consulting, Inc., in an amount not to exceed $654,610 for performing On-Call Water Engineering Services.
