Written Communications
Meeting of: June 2, 2026
Submitted By:
Fredy Bonilla, City Engineer
Subject:
Project Proposal to California Transportation Commission for Local Streets and Roads Funding for Fiscal Year 2026-2027
Recommendation:
That the City Council:
(1) Adopt Resolution No. 26-026, approving two (2) road projects for submittal to the California Transportation Commission (CTC) to be eligible to receive Local Streets and Roads Funds for Fiscal Year 2026-2027; and
(2) Authorize staff to submit this project proposal to the CTC.
Fiscal Impact:
No Fiscal Impact will result from this action and no additional appropriation is required.
The funds for the projects have been included in the proposed FY 2026-2027 budget.
Strategic Plan Goal:
This request aligns with Goal E “Invest in Infrastructure” Strategy 11 in the City of Victorville Strategic Plan 2023-2026. Submitting a list of road projects is required to obtain SB1 funding to support local road rehabilitation and improvement projects. This request will provide the City the ability to supplement Measure I revenue with additional SB1 revenue to improve road conditions, safety for pedestrians, and drivers along the proposed corridors.
Background:
Local Streets and Roads Funding is available to cities and counties in California as a result of Senate Bill 1 (SB1) which increased the per gallon fuel taxes and vehicle registration fees in 2017. Various portions of this funding are deposited by the State Controller into the Road Maintenance and Rehabilitation Account (RMRA). One portion of this account is the Local Streets and Roads Fund (LSRF). The CTC adopts and updates guidelines for the use of the LSRF. This funding must be used on specific projects 4 7
2 7
and cannot be used for streets and roads Operations and Maintenance (O&M) expenses.
According to the guidelines, to be eligible to receive the LSRF, “an eligible city or county shall submit to the CTC a list of projects proposed to be funded with these funds pursuant to an adopted resolution by the applicable city council or county board of supervisors at a regular public meeting.” Table A represents the previous resolutions submitted to the CTC for the estimated amount of SB1 Funding the City expected to receive.

Total: $ 23,036,185.81 $ 907,159.46
Grand Total $ 23,943,345.27
Per Table B, the revenue collected for each FY including eight disbursements up to April of 2026 for FY 2025/26 totals $23,036,185.81 from the CTC and $907,159.46 in interest on the account balance. Having received eight of the twelve disbursements expected, the amount of revenue received to date for FY 2025/26 is expected to increase. It is anticipated the City will receive four more disbursements for the fiscal year. The monthly average for disbursements has been $318,331.00 for FY 2025/26. Considering there are four disbursements left, it is anticipated the City will receive approximately $1,273,324.00 of additional revenue. This estimated revenue and amount received to date may equal 4 7
2 7
$3,819,969.74 for FY 2025/26, potentially $76,989.73 higher than the estimate from Resolution 25-050 submitted to the CTC.
The capital improvement projects previously approved and submitted to the CTC for LSRF amounts are shown in Table C below. The table includes the amount of SB1 funds budgeted for each project and funds expended for each project.

According to the figures in Table C, $14,415,554.70 of SB1 funding has been expended on ten capital improvement projects. The last project completed to date is Bear Valley Road from Amethyst Road to Highway 395. The last three projects listed at the bottom of Table C are in construction (Roy Rogers Dr and Ridgecrest Rd) or pending advertisement for construction (Mojave Dr).
Table D below shows capital improvement projects previously approved and submitted to the CTC for LSRF. No SB1 funding has been spent to date on these projects.
Table D
Project Budget
Bear Valley Rd, Bellflower Rd to Monte Vista Rd $ 1,200,000.00 Mojave Dr, US-395 to Seventh St $ 3,600,000.00
Total: $ 4,800,000.00
Per Table D, $4,800,000.00 has been budgeted for two projects currently in development.
The Bear Valley Rd (Bellflower Rd to Monte Vista Rd) and Mojave Dr (US-395 to Seventh St) improvement projects are tentatively scheduled to be advertised for construction in the spring of 2027 or 2028 pending completion of the plans, Right-of-way acquisition, encroachment permits, and environmental clearance.
In total from the values presented in Table C and Table D, the City has budgeted $22,989,978.00 in capital improvement projects since FY 2017/18. There is a carryover provision in the LSRF guidelines which allows for LSRF to be carried over to future years.
There is also a provision which allows LSRF to be added to projects which have been 4 7
2 7
previously approved for LSRF. These provisions provide flexibility for revising the funding on projects due to changes in costs.
Discussion:
If the abovementioned projections are accurate, the total revenue the City will collect by the end of FY 2025/26 will be approximately $3,819,969.74. This is $219,969.74 more than what is currently budgeted for the CTC approved capital improvement projects in FY 2025/26. It is anticipated a portion of this surplus and remaining balance will be used for other costs for management of SB1 funding disbursements from the CTC or on upcoming capital improvement projects.
For this coming FY 2026/27, the due date for the LSRF resolution submittal to the CTC is July 1, 2026. The amount of LSRF funds available to the City for FY 2026/27 is estimated to be $3,956,617.00. Staff is proposing to submit a proposal to the CTC to include the pavement rehabilitation projects listed in Table E to be approved for the continued receipt of LSRF revenues.

The projects will be included in the Measure I Five-Year Capital Improvement Program presented in August 2026.
Staff recommends the City Council adopt Resolution No. 26-026 to approve the submission of the Air Expressway (National Trails Hwy to George Blvd) and Bear Valley Road (US-395 to Bellflower St) projects for submittal to the CTC to be eligible to receive LSRF funds in the amount of $3,956,617.00 for Fiscal Year 2026-2027 and authorize staff to submit this project proposal to the CTC.
Staff is available for any questions Council may have.
