Subject:
Reduction of Securities for Tract Map Nos. 13908-3 and 13908-4 Recommendation:
That the Honorable City Council approve the full release of the Sewer and Street Improvement Faithful Performance Securities for Tract Map Nos. 13908-3 and 13908-4.
Fiscal Impact:
There is no fiscal impact associated with this action.
Strategic Plan Goal:
This item aligns with “Goal E-Invest in Infrastructure” in the City of Victorville Strategic Plan 2023-2026. Although this is not a Capital Improvement Project, the City applies the same strategy to private development projects, as they are essential in meeting the community’s needs.
Background:
Tract Map No. 13908 is a multi-phase residential subdivision of 250 single-family lots, located at the northwest corner of Tawney Ridge Lane and Amargosa Road, please see Attachment A, Vicinity Map. In 2005, KB Home Greater Los Angeles (KB Homes), as the property owner, recorded four (4) separate phased tract maps after providing separate subdivision improvement agreements secured by improvement bonds as security for the required public improvements. Phases 1 and 2 were developed prior to the Great Recession of 2008.
In 2005, KB Home Greater Los Angeles (KB Home), entered into a Subdivision Improvement Agreement (SIA) and posted securities for the required public improvements for Phases 3 and 4. As part of the conditions of approval, KB Home was responsible for completing various infrastructure components, including sewer and street improvements. Over the years, KB Home has made significant progress in the 4 7

development of the tract and at the regular City Council meeting held on May 20, 2025, the City Council accepted the completed sewer and street improvements.
Discussion:
In accordance with Victorville Municipal Code Section 17.64.070(4) and the recorded SIA, the remaining 20 percent of Faithful Performance Securities were held for a one-year warranty period, and the Labor and Material Securities were held for a six-month period.
Therefore, staff recommends the full release of the Sewer and Street Improvement Faithful Performance Securities for Tract Map Nos. 13908-3 and 13908-4, as the sewer and street public improvements were accepted by the City on May 20, 2025, and there are no open warranty items.
Staff is available for any questions the Council may have.
