Proposal for Amendment 2 to On-Call Water
Engineering Services Contract (ESC23-026)
Dear Mr. Bonilla,
Water Systems Consulting, Inc. (WSC) is pleased to provide this proposal for Amendment 2 to the current on-call water engineering services contract (ESC23-026) to provide continued services. The original agreement, dated July 26 th, 2022, was for an initial term of 5-years, through June 30, 2027 and provided a budget allowance of $236,610. The budget allowance was later increased to $486,610 through Amendment 1, dated October 24, 2023. Due to the volume of development related studies and other on-call support services provided to date and anticipated in the future, Amendment 2 is requested to increase the budget allowance for services through the end of FY 2025-26.

An additional amendment is anticipated to provide budget for FY 2026-27, which is the end of the contract term.

The following proposal details a scope and associated budget for the tasks that are expected to be conducted under the on-call contract through the end of the contract term.

This proposal includes separate sections for FY 2025-26 budget (which is being requested as part of Amendment 2) and FY 2026-27 budget (which is anticipated to be requested in a subsequent amendment).Work will be billed on a time and material basis in accordance with the attached rate schedule and the original agreement.

On-Call Water Engineering Services For FY2025-26
(Amendment 2)
The following summary describes the anticipated tasks and budget for future on-call water engineering services. The tasks and budget are summarized in Table 1.

Prepare Water Feasibility Studies
Using the City’s most current Water Master Plan, Urban Water Management Plan and hydraulic model, WSC will prepare water feasibility studies (WFS) for new development projects. These studies give the City a clear understanding of the proposed project’s impacts to the City’s existing system and identify any system improvements that may be necessary to ensure the City can maintain reliable service to existing and future customers. WSC will collaborate with the City to evaluate alternatives and identify the solution that most effectively meets the City’s criteria.

WSC will prepare a draft and final WFS that includes water demand estimates, supply and s torage analysis, hydraulic analysis, and water system improvement recommendations needed to include the proposed development.

The budget is based on preparing 6 WFS at a cost of $6,155 each.

Prepare Water Supply Assessments
Using the City’s latest Urban Water Management Plan to streamline the process, WSC will prepare water supply assessments (WSA) for large developments in order to satisfy the requirements of California Water Code Section 10910 (SB 610). A WSA provides a

WSC will prepare a draft and final WSA that includes water demand estimates and a detailed supply analysis to meet SB 610 requirements. This documen t will also include the wa ter system analysis and recommendations included in a WFS.

The budget is based on preparing 2 WSAs at a cost of $16,450 each.

Maintain and Run Water Model
WSC will maintain the City’s InfoWater hydraulic model by updating the model with new developments, water improvement projects and any other changes to the City’s water system.

The budget is based on a budget estimate of $5,000.

Other Water Engineering Duties
WSC is available to the City to perform other water engineering services on an as-needed basis. Several subtasks to be included under Other Water Engineering Duties have already been identified and are described below.

This proposal includes a review of 90% design plans, 100% design plans, and final specifications for utility relocations in Highway 395. WSC will provide comments to City staff within three weeks of receipt of plans and specifications.

This proposal includes a budget estimate of $55,000.

WSC will prepare a conceptual level cost opinion based on the infrastructure identified and recommended in the New Pressure Zone Evaluation Technical Memo, dated June 2024. This New Pressure Zone Cost Estimate will identify the total estimated capital cost for all improvements and the portion of improvements explicitly required to serve a proposed development in future PZ 3090. The results will .inform City staff of budgeting needs and discussions with potential developers as the City further develops.
