Subject:

MuttNation Foundation – Budget Amendment
Recommendation:

That the Honorable City Council adopt Resolution No. 26-054, approving a budget amendment for Fiscal Year 2025/2026 for grant funds awarded by MuttNation Foundation and Doris Day Animal Foundation.

Fiscal Impact:

Adopting Resolution No. 26-054 (Attachment A) will result in additional revenue and expenditures in the amount of $2,750.00. These funds are allocated below:

Account Code Account Description Amount
2655020-43100-20598 MuttNation Spay and Neuter – Revenue $2,750.00 2655020-52300-20598 MuttNation – Contract Services – Expense $2,750.00 Strategic Plan Goal:

The MuttNation Grant aligns with the City of Victorville’s Strategic Plan by supporting Goal A (Financial Sustainability), Goal B (Public Safety), and Goal F (Community and Outreach). This program enhances support by covering the cost of spay/neuter services for both sheltered pets and for residents; by decreasing the population of unaltered animals, which are more likely to roam, reproduce, or exhibit aggressive behavior, thereby reducing the risk of animal-related incidents in the community; and by promoting responsible pet ownership and making essential services accessible to the public, fostering community engagement and compliance with local animal ordinances.

Background:

The City of Victorville Animal Services Division applied for grant funding through MuttNation’s “It Takes Balls” initiative, a partnership between MuttNation Foundation and the Doris Day Animal Foundation that promotes spay and neuter programs to reduce pet 4 7

overpopulation. The additional funding will be used to assist City of Victorville residents aged 60 years or older with the full cost of spay/neuter procedures for their licensed pets.

Senior residents often rely on pets for companionship, emotional support, and improved mental well-being, but may struggle to afford the cost of spay/neuter procedures on limited retirement incomes. Providing financial assistance helps ensure their pets remain healthy while preventing unplanned litters that could create additional financial strain on pet owners and contribute to animal overpopulation in the community.

Discussion:

On April 17th, 2026, the City was notified of a grant award in the amount of $2,750.00 for financial assistance to Victorville senior residents for the animal spay/neuter of owned, licensed and unaltered animals. These funds will support the City’s efforts related to fully funding animal spay/neuter services for senior residents and aid in re-homing sheltered pets, resulting in added shelter capacity bandwidth to attend to various other animals.

The average cost of a spay/neuter procedure for a dog is approximately $380 and approximately $200 for a cat. We expect the grant to fund approximately 7-15 spay/neuter procedures. The grant term is from May 15, 2026, through May 14, 2027.

The City Manager authorized acceptance of the grant pursuant to Victorville Municipal Code Section 2.28.060(e)(10), which permits acceptance of grant agreements expected to generate revenue of $125,000 or less. However, a budget amendment is required to formally appropriate the grant revenue and associated expenditures.

Therefore, staff recommends that the City Council adopt Resolution No. 26-054, approving a budget amendment for Fiscal Year 2025/2026 to appropriate $2,750.00 in revenue and expenditures related to the MuttNation Grant.

Staff is available to respond to any questions from the City Council.
