Strategic Plan Goal:

These annual supply and service agreements align with the following strategic goals:
• Goal A: Financial Sustainability: Foster fiscal health through disciplined long-term planning, cost control, increased revenues, and cost recovery. Annual and multi-year agreements with vendors and suppliers help ensure pricing stability, predictable budgeting, and continuity of services.
• Goal C: Community and Economic Development: Support the economic vitality and preservation of the community for all its members. Stable pricing on supplies and services enables City departments to efficiently allocate resources and initiate development projects throughout the City.
• Goal E: Invest in Infrastructure: The vendors and service providers included in these agreements are essential partners in the planning, design, construction, maintenance, and innovation of infrastructure projects throughout the City.

Discussion:

Throughout the year, City departments collaborate with Purchasing staff to identify frequently requested/needed supplies and services. Purchasing staff evaluates these needs to determine whether annual or multi-year agreements are appropriate.

Establishing multi-year contracts helps mitigate market price fluctuations, providing greater financial stability, budget predictability, and consistent service quality.

One of the primary benefits of multi-year agreements is the reduction of administrative and maintenance costs. By establishing fixed annual pricing for recurring commodities and services, the City can reduce the frequency of formal bidding processes, quote solicitations, purchase order issuance, and other administrative activities. These agreements also help stabilize pricing over the contract term, which may extend up to five years.

Additionally, annual maintenance and service agreements provide a form of assurance that critical repairs and support services will be delivered efficiently and cost-effectively.

These agreements typically require vendors to maintain an adequate inventory of original replacement parts, provide qualified personnel for preventative maintenance and emergency service calls, offer standby equipment when necessary, and extend discounted pricing to the City. Annual agreements also improve the City's ability to forecast expenditures, analyze spending trends, and identify opportunities for cost savings. As a result, these agreements support continuous operational improvements and contribute to the long-term efficiency and effectiveness of City services.

Each of the competitively bid and/or sole-source agreements with the supply and service providers identified in this report includes an option for an additional one-year renewal term, subject to satisfactory performance. Purchasing staff coordinated with the appropriate City and District departments to determine whether they opted to exercise the available renewal options for Fiscal Year 2026–2027. Based on the vendors' satisfactory 4 7

performance, the respective department approvals have been obtained and are attached for reference.

The listed supply and service providers have expressed their interest to exercise the renewal options for Fiscal Year 2026–2027 and have agreed to honor the existing contract pricing, subject to any applicable State regulations and requirements, including prevailing wage regulations administered by the Department of Industrial Relations (DIR) pursuant to Senate Bill 854 (SB 854) and Assembly Bill 219 (AB 219).

The list of supply and service agreements for which staff are seeking approval are presented on the following pages.
